About this file

This is a Bidder's Statement of Principal Place of Business form required by Hillsborough County Public Schools for the Fresh Fruit & Vegetable Program - Student Nutrition Services contract opportunity in Florida. The form is designed to establish bidder eligibility based on business location and applicable state or political subdivision bidding preferences. Bidders with principal places of business within Florida must complete the vendor information section and return the form with their bid response, with no additional requirements. Out-of-state bidders must submit a written legal opinion from an attorney licensed to practice law in their home state documenting any bidding preferences granted by that state or applicable political subdivision to its own business entities in public contract awards.

The form requires out-of-state bidders' attorneys to provide a specific legal opinion stating either that their home state grants no preferences in public contracting or, if preferences exist, to identify and describe those preferences with supporting legal citations or authorities. The attorney must sign the opinion and provide their printed name, state bar admission information, telephone number, and email address. Failure to comply with these requirements by out-of-state bidders will result in a finding of non-responsiveness to the solicitation terms. This form is essential for establishing bidder eligibility and compliance with Florida Statutes 287.084, which governs preference considerations in state and local public contracting.
