About this file
This is a Bidder Questions document for the City of Waycross, Georgia, Bid #FY26-01 for Scanning and Digital Imaging Services. The project involves converting approximately 150,000 to 250,000 physical pages and approximately 1,000 large-format building plans from paper to digital format. The documents currently stored in 19 four-drawer filing cabinets and 7 large boxes are located at City Hall (417 Pendleton Street, Waycross, GA 31501) across two floors and will be available for single pickup. Standard documents range from 8x11 to legal size, while plans measure up to 24x36 inches and are currently rolled in boxes. The City requires document-level indexing organized by address and expects completion within 6 to 8 months, with progressive monthly billing accepted. All materials must be packaged by the vendor. Bids are due by 10:00 a.m. on Wednesday, August 20, 2025. Marc Hawkins, Community Improvement Director, will serve as the point of contact during the project.
There is no incumbent vendor for this contract, as this is a new initiative. The City is open to considering alternative content management systems but not within the current fiscal year. Vendors must be United States-based, with work and material transportation permitted outside Georgia but not outside the United States. International client references are acceptable if accompanied by U.S. company references. The City will accept both digital and ink signatures on documents and will accept a price sheet created by the proposer. No master listing of files currently exists, and the City did not establish a contract vehicle for future opportunities at this time. Progressive monthly billing is permitted.
