About this file

This document is a Bidder Questions and Responses for ITB #1166 issued by the State of Idaho for the procurement of Attenuator Trucks. The solicitation seeks specialized vehicles designed to protect workers and traffic in construction and maintenance zones. The procurement establishes a 225-day delivery timeline after contract award for the initial order of 24 trucks, with the first truck's pilot inspection occurring upon completion of that vehicle and ITD providing written approval or a punch list within ten business days. Delivery of Trucks 2-24 commences upon ITD's written approval of the pilot inspection. The bidder questions document addresses technical specifications, delivery schedules, equipment configurations, and submission requirements across 21 substantive inquiries, providing clarifications on chassis specifications, electrical systems, safety features, weld standards, seating configurations, engine types, and pricing structures.

Key clarifications include acceptance of electronic delivery formats for service and parts manuals via USB (with two complete sets required), confirmation that the 225-day delivery timeline is acceptable with potential post-award schedule adjustments available by mutual agreement, and specifications regarding the 40/0/40 split seat configuration. The procurement requires separate Form C submissions for each engine type proposed (gasoline and diesel configurations). Pricing is structured in two tables: Table 1 represents base truck pricing including the complete vehicle with chassis, cab, platform equipment, attenuator, solar charging system, warning lights, and camera/monitor system; Table 2 covers traffic control equipment options (arrow board or changeable message board) as separately-priced add-ons. All unit prices must be fully burdened and include equipment, installation, accessories, and FOB Destination freight prepaid to Boise. The document confirms that trucks must comply with Scorpion II MASH Model C-90 manufacturer recommendations and maintain MASH TL-3 crashworthiness compliance throughout the truck's operating configuration.

Exhibit 2, Sect 3.3
12
Once ARO, what is the expected build timeline for the Pilot Inspection of the 1st build?
Section 3.3 does not establish a separate build-to-pilot-inspection timeline. Truck 1 of the initial order is governed by the 225-day ARO clock under Section 7.3 (as amended), with the clock starting upon receipt of the Purchase Order. Pilot inspection occurs upon completion of that first truck; ITD will provide written approval or a punch list within ten (10) business days. The 225-day delivery clock for Trucks 2–24 of the initial order then begins upon ITD's written approval of the pilot inspection.

My chassis manufacturer and no other publisher provide paper manuals any longer. I can provide thumb drive service manuals. I cannot provide any parts manual other than what comes in the Thumb drive service manual. Is this acceptable and do you still require 2 service Thumb drives?
Electronic delivery is acceptable. Section 6.2 of Exhibit 2 requires paper manuals only "if available," and Section 6.3 expressly permits electronic PDF copies via USB, email, or free website download. A single USB containing both service and parts manual content satisfies the separate manual requirements under §6.1. The two-copy quantity requirement under §6.1 applies regardless of format, two (2) complete USB sets are required at delivery.

7.3
14
ITD requires delivery within 180 days after contract award, would 225 days after contract award be acceptable?
ITD will accept a 225-day delivery timeline. Section 7.3 will be amended to reflect the revised baseline, which applies to the initial 24-truck order and all subsequent annual orders. The §3.3 pilot inspection sequencing for Trucks 2–24 of the initial order will be updated commensurately. The mutual-agreement mechanism under §7.3 remains available for any further schedule adjustments post-award.

Request that the specifications to be changed to read:

Utilize appropriate weld standard per component, material, and fabrication method?

The specification as written, calls for all welds, however the standard called out should only be used for steel structural welds, and does not apply to sheet metal.

The bidder's technical observation is correct that AWS D1.1/D1.1M governs structural steel welds and is not directed at sheet metal fabrication. However, §3.1's requirement that "all joints and seams must be closed with full seam welding" is independent of the AWS D1.1 reference and remains in effect for all welded joints and seams regardless of material. Specification to remain as written.

We would suggest that auxiliary equipment wiring run in frame rail and integrated to other parts of the chassis to be run in loom only, this will create ease of maintenance and fall in line with industry’s best practices.
Loom protection is acceptable for auxiliary equipment wiring routed within the frame rail and integrated with chassis wiring. Section 3.2.6's grommet-protection requirement at metal or sharp surface pass-throughs remains in effect.
6
3.2.10
19
Does this section refer to wiring lighting controls to the OEM upfitter switches?
In part, yes. Section 3.2.10 requires all auxiliary circuits (including work lights, warning lights, and control electronics) to be powered through the chassis accessory power supply. Section 5.2.2.1 then requires the OE upfitter switch package to control the ITD-specified auxiliary work lights and emergency warning lights, with circuit groupings finalized at the pre-build meeting.
7
4.2.2
20
My chassis manufacturer has 2 options for seats on a Reg cab. 40/0/40 or 30/70. Which do you prefer?
ITD selects the 40/0/40 split seat configuration. Section 4.2.2's cloth front seat requirement remains in effect.
8
Exhibit 3, Sect 4.4 & 4.5
21
With the request for different engine types, are multiple Form C submissions required, one for each engine type?
Yes. Separate Form C submissions are required for each engine type proposed. Bidders intending to bid both the gasoline (§4.4) and diesel (§4.5) configurations must submit one Form C for each.
9
4.6.2.2
21
Do you want motorized as well as heated or just heated? Spec calls for just Heated.
The chassis factory-standard mirror configuration is acceptable provided it satisfies §4.6.2.2's heated mirror requirement. Motorized adjustment is not required by the specification.
10
5.1.4
22
Recommend cleaning paint/powder coat with alcohol based solution and proper prep of finished surface prior to application of adhesive decals, is this acceptable?
ITD will accept the proposed surface preparation method (alcohol-based cleaning solution with proper prep of the finished surface) prior to application of adhesive decals. Section 5.1.4 will be amended to reflect this acceptance for DOT C-2 reflective striping application.
11
Exhibit 3, Sect 5.1.6
22
Does the State prefer the “max 102inches” width (or close to it) or is something not as wide acceptable, e.g. 95”?
ITD will accept overall completed truck widths less than the 102" maximum. The "must be maximized" language in §5.1.6 is withdrawn. Bidders may propose narrower configurations provided the overall completed truck width remains ≤102" to maintain compliance with applicable federal width regulations and avoid CDL operator requirements. The specification will be amended.
12
5.1.8
22
Recommend installing hand rail to maintain 3 points of contact allowing operator to use left and right hands while entering and exiting flat bed deck, is this acceptable?
ITD will accept installation of a hand rail supporting three-point contact for operator ingress and egress to the flatbed deck. The grab handle requirement under §5.1.8 is satisfied by an equivalent or upgraded hand rail configuration.
13
5.1.9
22
Is ITD looking for the cradle to be removable without tools, from a pin accessible from ground level outside of the flat bed body?
Not required. Section 5.1.9 requires that the deck-mounted cradle be removable but does not require tool-less removal or ground-level pin access. Cradle design, dimensions, and mounting configuration remain subject to pre-build meeting approval per §5.1.9.
14
Exhibit 3, Sect 5.1.11
22
What duration must the optional message board or arrow board operate under battery ONLY power, i.e. “anticipated duty cycle”? This will be used to determine batter capacity and solar charge requirements.
The anticipated operational duty cycle for purposes of sizing the dedicated battery system and solar charging system under §5.1.11 is twenty-four (24) hours of battery-only operation of the installed traffic control equipment (arrow board or changeable message board). Bidders must size dedicated battery capacity and solar wattage to this baseline. Final system configuration remains subject to pre-build meeting approval per §5.1.11. The specification will be amended to reflect this duty cycle.
15
5.2.2.1
23
My chassis Manufacturer only offers 4 Aux upfitter switches. We will provide addition switches to control the additional circuits. Is this acceptable?
ITD will accept contractor-supplied supplemental switches to satisfy the eight (8) auxiliary switch minimum under §5.2.2.1 where the chassis OE upfitter switch package offers fewer than eight. The OE package must be installed at full available capacity, with supplemental switches added as needed to reach the eight-switch minimum. Section 5.2.2.1 will be amended.
16
Exhibit 3, Sect 5.2.4
24
Is a DVR required? If so, how much storage is required or how long before overwriting? What format
A DVR is not required by the specification. Section 5.2.4 requires a camera-and-monitor system with operator-selectable views, a 7" minimum dedicated monitor, IP67-rated cameras, and adequate low-light performance. Recording, storage capacity, and format are not specified.
17
6.1
25
Litesys no longer offers a 1230A-4, could ITD please confirm correct model number?
The correct current model is the Litesys Litereader 1230F-A. Section 6.1 will be amended to replace the obsolete model reference. The "or equal" provision under §6.1 and Exhibit 3 §1 remains in effect.
18
General
The specification does not call for the truck to be ballast to a specific weight, this deviates from best practice of ballasting the truck to 20,000lbs. Should the truck be ballasted to 20,000lbs?
Trucks must comply with all Scorpion II MASH Model C-90 manufacturer recommendations applicable to the truck configuration, including any test-vehicle mass or ballasting recommendations. The MASH TL-3 crashworthiness compliance required under §5.2.1.1 must be maintained throughout the truck's operating configuration.

Please define base truck pricing vs. traffic control equipment pricing.
Table 1 (Base Truck Pricing) is the complete attenuator truck priced by engine type. It includes the full chassis configuration under Section 4 of Exhibit 3 (engine, cab, hitches, attenuator mount, electrical, cold-weather package, etc.) and the full platform equipment under Section 5 of Exhibit 3 (flatbed, headboard, solar charging system, attenuator with coordinated deployment, warning lights, required lighting, camera/monitor system, etc.). Table 2 (Traffic Control Equipment) is the separately-priced add-on option — either an arrow board or a changeable message board — that mounts to the attenuator (already included in Table 1) and operates under the coordinated deployment system (already included in Table 1). Each delivered truck will be configured with one Table 2 option at ITD's election per PO, per Exhibit 3 Section 6.

Instructions for table 1 (Base Truck Pricing) note base attenuator truck by engine type. Is base considered truck chassis only?
No. The base truck (Table 1) is the complete vehicle as specified in Sections 4 and 5 of Exhibit 3, including the chassis, cab, all platform equipment, attenuator, attenuator mount, solar charging system, warning lights, camera/monitor system, etc. Per Exhibit 3 Section 6: "Items listed in this section are separately priced and are not included in the base Truck specification. Regardless of configuration option selected, each Truck includes the base platform equipment specified in Section 5, including the attenuator mount (Section 4.7.3), solar charging system (Section 5.1.11), and attenuator with coordinated deployment controls (Section 5.2.1)."

Instructions for table 2 (Traffic Control Equipment) note traffic control equipment options. Does this price include the entire upfit for both the arrow board and message board option including freight to location?

Yes. Per Form B "Fully Burdened Costs" instructions, all unit prices must include all costs associated with meeting Exhibit 2 and Exhibit 3 requirements, including equipment, installation, accessories, and FOB Destination freight prepaid and allowed. Table 2 unit pricing for the arrow board or changeable message board therefore includes the complete equipment, all installation labor (attenuator mounting, hydraulic telescoping deployment, electrical, dedicated batteries per §6.1.7/§6.2.4, integration with the coordinated deployment system), and FOB Destination freight to the Boise location.
