This document is a Bidder Questions and Answers (Q&A) file for Request for Proposal (RFP) 250000001471 issued by Michigan Rehabilitation Services (MRS) for Job Placement Services. The RFP seeks a vendor to provide job placement assistance for individuals with disabilities across several Michigan regions, including Detroit/East Wayne County (estimated 50 clients), West Wayne County (estimated 70 clients), and Ann Arbor (estimated 20 clients). The contract aims to place clients in competitive, integrated employment across various industries such as labor, material handling, driving, customer service, retail, skilled trades, construction, medical, IT/technology, and manufacturing.

The pricing structure involves an hourly rate for direct services, with an acceptable employment placement rate of 70-75% and successful placement defined as maintaining employment for 90 days. Vendors are expected to have existing employer connections or develop relationships within service regions, and are required to submit monthly progress reports, provide detailed placement information including employment details, and verify continued employment every 30 days. The vendor will be solely responsible for job placement, with MRS conducting pre-placement activities. Critical incident reporting is mandatory, with immediate notification to the MRS Counselor required for any unexpected events or service interruptions involving a customer.

No- MRS expects the contractor to either have relationships or develop relationship with businesses/employers.

MRS’ goal is to permanently place customers with disabilities into community based, competitive integrated employment.
