About this file

This document is an Addendum (#1) to a Request for Proposal (RFP) for Asphalt Pavement Repairs issued by the City of Dearborn Heights, Michigan, dated 8-14-2024. The addendum details a series of bidder questions and corresponding city responses regarding the asphalt pavement repair project, with key clarifications on project scope, billing methods, and contract specifications. The bid due date has been extended to Monday, August 19, 2024, at 3 pm, providing potential contractors additional time to prepare their proposals.

The contract will be a unit price contract, where contractors will bill for specific work items performed, including 4" HMA placement, milling, testing, traffic control, site grading, curb and gutter work, structure adjustments, and base repairs. The city has confirmed that density testing is the contractor's responsibility, and normal grading is expected to be part of the contract work. Additional or extraordinary work will require advanced approval. The invoicing method allows for detailed billing across multiple line items, such as per square yard, per linear foot, or per each, depending on the specific type of work performed. Restoration work behind curbs and existing striping restoration are to be included in the overall project cost.

CITY OF DEARBORN HEIGHTS

Request for Proposal (RFP) for Asphalt pavement repairs

Addendum # 1 ( 8-14-2024)

See attached technical specifications for Asphalt milling and overlay to be used for this project.

Bidding Questions and City’s answers:

Q: For the sanitary adjustments and CB rebuild will these be billed at the unit costs noted on price sheet including surrounding base repairs and curbing or are all associated fees to be included in the total cost of the project.

A : this is a unit price contract, the contractor’s invoice must include the work items performed for each task so if a section is replaced and it had a CB rebuilt, the section will be billed at the bid price for the square yards and the same goes for the CB. There are very few areas where a CB is rebuilt without adjacent pavement replacement.

Q: Is density testing required if so who is responsible for providing this the contractor or the city.

A: Density testing is the contractor’s responsibility

Q: I see no line item for undercutting if needed (grade and pave alley and 4" mill of asphalt roadways) how will this be addressed.

A: The city anticipates that normal grading is to be a part this contract work. Any undercutting beyond this level will be treated on a case-per-case basis.

Q: For the base repairs of the pavement areas what depth is this to be quoted at >

A: the depth indicted on the documents.

Q: At Central Park what are we doing with the asphalt curbing is it being left in place or is it to be removed and reinstalled if so can this be a separate line item or should it be included in overall cost.

A: For central park, the current curb should be removed in the milling operation and a new curb to be installed under this contract. (Additional asphalt curb line item has been added to the price sheet )

Q: At Central Park the parking blocks removal and reset is this to be included in the total price or a separate line item

A: to be included in your price

Q: At Central Park Is restriping to be included in total cost or is this a separate line item

A: Existing striping to be restored as part of this work.

Q: Is restoration behind any curbs to be included in the cost of the curbs

A: Yes

Q: Is the project to be paid on unit cost of project total plus additional work

A: Yes, with advanced approval of “additional work”

Q: If paid by unit cost can job be broken down as follows this will allow for more detail billing and clear scope as its not fully detailed in the bid scope:

4" HMA in place including milling, testing, traffic control -per SY

Site grading - per SY

Integral concrete curb and gutter including restoration -per ft

Replace covers- Each

Full structure and cover replacement- Each

Subgrade undercutting- per ton

HMA Base repairs ___" -per SY
