About this file

This is a Bidder Questions & Answers document for the State of Michigan's Department of Natural Resources related to solicitation 260000000891 for mowing and brushing maintenance services at Lakeland Trail State Park. The document addresses contractor inquiries regarding the scope of work, which includes routine trail maintenance consisting of mowing, weed whipping, brush clearing, and tree limb removal along the designated trail corridor. Key clarifications indicate that debris disposal from cutting operations is permitted without chipping requirements, blowing of the trail must occur within four hours of mowing or brushing operations, and storm cleanup remains the responsibility of DNR and is excluded from this contract. The solicitation is open to all vendors providing services under commodity code 91252, with no pre-qualifications required.

The document specifies that contractors must utilize appropriate equipment capable of maintaining trail surfaces without creating rutting or damage, with tire-based equipment preferred over track equipment and low-aggression tires recommended to preserve trail beds. The current contractor operates a side-arm mower with a tractor featuring tilt-down capability for sloped railroad-grade areas characteristic of the trail. Equipment options such as boom mowers and side-by-side vehicles are acceptable for efficiency purposes. The solicitation manager, Mike Levine, manages the bidder Q&A process through the Michigan.gov/MiProcurement portal, with questions to be submitted according to the Instruction to Bidders documentation.

Answer (to be completed by the State)

1 General Requirement

1.1 Brush and Tree Limb Clearing

Is it okay to dispose of debris from cutting trees to maintain mowing trail along the trail?

Yes, you may discard woody debris from cutting to continue mowing along the side of trail – maintaining the cleared designated area. It doesn’t have to be chipped.

1 General Requirement

1.2 Mowing and weed whipping

Is a boom mower used for brushing?

Yes, the previous contractor used a boom mower.

1. General Requirements

Is the contractor responsible for storm cleanup of trail?

No. Storm cleanup will be the responsibility of the DNR. This contract is specific to routine maintenance (mowing/brushing) specified within the scope of work listed on the bid proposal.

SCHEDULE B – PRICING

Is it required for contractors to blow off trail after each mowing?

Blowing is required for brushing. The blowing of the trail should occur asap or within four hours of brushing.

1 General Requirement

Brushing Equipment

Is a side by side acceptable in an effort for efficiency when blowing the trail?

Yes, a side by side is acceptable in an effort for efficiency.

1 General Requirement

Is there a tree or limb size limit on what the contractor is responsible to clear in regards to brushing?

No size limit is specified but if there are concerns, please contact the park manager for help and guidance.

Are there any pre-qualifications through the state necessary for this work?

No, this work does not require any pre-qualifications and is open to all vendors that provide services within the commodity code 91252 listed in the RFP.

1 General Requirement

Does the current contractor use a boom mower?

The current contractor uses a side arm mower with tractor that allows tilt down on sloped areas – the trail was historically a railroad line so there are railroad grade areas throughout the trail. The trail is firm, but the edges tend to be soft requiring proper equipment to effectively meet the scope of work . The contractor’s equipment CANNOT create ruts/damage to the trail. Tire vs. track equipment should be considered and tires would be preferred for less risk of damage to trail beds. Tires with less aggressive tires would also be preferred to maintain the trail surface.
