About this file

This document contains bid submission instructions for the Department of Transportation and Development (DOTD) Procurement Section in Baton Rouge, Louisiana. The instructions detail three acceptable methods for submitting bids: hand delivery, courier service delivery, or U.S. Postal Service delivery. All bids must be received and time-stamped in the Procurement Section before the specified bid opening date and time (in Central Standard Time) noted on the RFx document. The physical delivery location is at the DOTD Headquarters Administration, 4th Floor East Wing S-447, 1201 Capitol Access Road, while postal submissions go to P.O. Box 94245.

The document emphasizes that bidders are solely responsible for ensuring timely delivery of their bids, regardless of the chosen delivery method. For hand or courier delivery, bidders must include floor and room numbers to prevent delivery delays. For postal service delivery, additional time should be allowed as mail goes through multiple routing steps before reaching the Procurement Section. The DOTD explicitly states it is not responsible for any delivery delays, and late submissions will result in bid rejection. All bid envelopes must clearly display the complete address, RFx number, and bid opening date.
