About this file

This is a bid specification document for the State of Maine Department of Education seeking proposals for the purchase of two buses for the Unorganized Territories. The document outlines detailed vehicle specifications and procurement requirements for new 2008 or 2009 model year buses. All vehicles must be delivered with minimum mileage, and standard colors will be selected after bid award. The solicitation does not specify explicit response deadlines, bid opening dates, or contract award dates within the provided document. Bidders must complete comprehensive checklists, provide factory option numbers for all non-standard equipment, and submit unit prices with appropriate extensions. Terry L. DeMarchus, Procurement and Contracting Manager, serves as the sole point of contact for all bid-related questions and correspondence.

The State reserves the right to accept or reject any bids that do not meet specifications and will make awards based on best value considerations, including life cycle costing and emission ratings calculated over 100,000 miles. Environmental sustainability requirements are emphasized, including the mandate for lead-free wheel weights on all vehicles, with a $50 deduction per vehicle if delivered with lead weights. All vehicles must be mercury-free and California-certified where applicable, with fuel economy evaluations based on published U.S. Department of Energy ratings. Bidders must state warranty terms in months and miles, indicate whether roadside assistance is included, and confirm willingness to accept orders from other Maine political subdivisions at quoted prices. The document requires bidders to provide the price firm-until date and signature of an authorized representative, with submission instructions directed to fax (207) 624-5086 or email to Terry.L.DeMarchus@maine.gov.

REQUESTING BIDS FOR 2 BUSES, FOR THE UNORGANIZED TERRITORIES, DEPT OF EDUCATION.

THE STATE OF MAINE RESERVES THE RIGHT TO ACCEPT OR REJECT ANY AND ALL BIDS THAT DO NOT MEET SPECIFICATIONS AND AWARD HOWEVER IS IN THE STATES BEST INTEREST.

THE STATE ALSO RESERVES THE RIGHT TO CONSIDER ALTERNATES AND DETERMINE EQUIVALENCY.

LEAD FREE WHEEL WEIGHTS: TO HELP REDUCE THE NEGATIVE IMPACT ON HUMAN HEALTH AND THE NATURAL ENVIRONMENT WE ARE REQUESTING THAT ALL VEHICLES PURCHASED ON THIS ORDER TO BE DELIVERED WITHOUT LEAD WHEEL WEIGHTS. IF VEHICLES ARE DELIVERED WITH LEAD WHEEL WEIGHTS $50.00 WILL BE DEDUCTED FROM THE AWARDED BID PRICE PER VEHICLE.

I. State Purchasing of Safer Alternatives

The State of Maine shall continue its commitment to environmentally preferable procurement so as to purchase products and contract for services that have a reduced negative impact on human health and the natural environment in comparison to other products and services that serve similar purposes. To that end, the State shall carry on its efforts to seek ways to increase the acquisition of such products and services to the extent feasible, balancing price, performance, availability, and safety.

In carrying out this commitment, the Department of Administrative and Financial Services (DAFS), the Division of Purchases, and the Department of Transportation (DOT) in cooperation with other executive branch agencies, shall avoid products and services that contain, use or release chemicals that are PBTs or carcinogens whenever safer alternatives are available, effective and affordable. The Governor’s Task Force to Promote Safer Chemicals in Consumer Products, created herein at section IV, shall direct the DAFS and the DOT to a list or other information from authoritative resources to identify PBT's and carcinogens. The Task Force will consult with the Division of Purchases to ensure the information source will be realistically useable by purchasing staff. Immediate priorities for implementing this policy include, but are not limited to:

a. The state fleet is transitioning to lead-free wheel weights. The DOT is researching and trial testing a variety of lead free wheel weight alternatives. The DOT's conclusions will be shared with other state fleet managers to inform their transition to lead-free wheel weights.

b. Lead-free alternatives are expected to be the replacement product at state owned and operated garage and maintenance facilities for passenger cars and light duty trucks by July 2006. When state fleet vehicles are serviced in privately owned garages, state officials shall specify that lead-free weights must be installed if available; however, if not available, lead weights may be installed. They must be replaced with lead-free weights when next serviced at a state garage or maintenance facility.
