About this file
This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, with contact through Scott Sanchez at the Northeast Florida Education Consortium (NED). The project, located at 1271 Lepley Rd, specifies detailed product requirements across multiple categories including kitchen appliances (Delta faucet, GE range and cooktop, Whirlpool refrigerator), bathroom fixtures (American Standard and Sterling tubs, Delta faucets, Broan and Hampton Bay ventilation), flooring (Shaw LVP and carpet), and HVAC components. The scope includes specific installation requirements such as using new braided supply lines for plumbing fixtures, square-edged laminate countertops with 4-inch backsplash, and plywood cabinetry with solid hardwood fronts and side-mounted drawer guides. All electrical appliances must be Energy Star approved with LED bulbs, and contractors are responsible for protecting all surfaces and property from damage.
General Contractors licensed, insured, and in good standing with Escambia County are eligible to bid on this scope, with new contractors required to submit a letter of insurability. The County reserves the right to award line items individually for emergency services limited to roofing and septic/sewer work. All bids must be submitted through OPENGOV. The specification document requires contractors to use like, similar, or equal valued products as substitutes and mandates proper finishing protocols for all drywall, trim, and electrical work, with the contractor responsible for moving furniture while the homeowner retains responsibility for its contents.
