About this file

This is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, managed by the New Economic Development (NED) organization at 1010 Fleming Drive. The project encompasses comprehensive home renovation across kitchen, bathroom, and general household systems, including specified appliances such as a GE range, Whirlpool refrigerator, American Standard toilet, and Delta faucets, along with flooring materials, HVAC systems, roofing by CertainTeed, windows, and lighting fixtures. The scope details specific installation and repair requirements, including the use of new braided supply lines for plumbing fixtures, proper finishing techniques for trim and drywall work, laminate countertops with 4-inch backsplashes, and plywood or solid hardwood cabinetry construction. All electrical appliances must be EnergyStar approved with LED bulbs. The project requires contractors to be licensed, insured, and in good standing with Escambia County, with new contractors required to submit a letter of insurability. Bids must be submitted through OPENGOV only.

The contract allows for line-item awards in emergency situations limited to roofing and septic/sewer services. Contractors are obligated to use like, similar, or equal valued products if specified items are unavailable and must assume responsibility for moving furniture while protecting all surfaces, furniture, decorations, and homeowner property from damage. Scott Sanchez of NED serves as the primary contact for inquiries at 850-595-0827 or jssanchez@myescambia.com. No specific pricing terms, funding sources, contract term, or award dates are specified in the materials list document.
