About this file

This is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, administered by the Northeast Florida Economic Development (NED) organization at 1139 Capitol Blvd. The scope specifies numerous appliances, fixtures, and materials required for kitchen, bathroom, and general home renovation work, including major appliances (range, cooktop, refrigerator, microwave hood vent), plumbing fixtures (kitchen and bathroom sinks, faucets, tub/shower assemblies, toilet), flooring (luxury vinyl plank and carpet), HVAC components, lighting fixtures, roofing materials, windows, and a water heater. The project establishes specific brand and model requirements for most items, including Delta faucets, GE kitchen appliances, American Standard and Sterling bathroom fixtures, and various Hampton Bay and Commercial Electric lighting options.

The project is open to licensed, insured general contractors in good standing with Escambia County, with new contractors required to submit a letter of insurability. Bids must be submitted through OPENGOV only. The scope includes detailed construction specifications requiring new braided supply lines for plumbing repairs, specific finishing requirements for trim and drywall work, laminate countertops with four-inch backsplashes, plywood or better cabinetry with solid hardwood fronts and side-mounted drawer guides, and Energy Star-approved electrical appliances with LED bulbs. The contract allows for line-item awards limited to emergency roofing and septic/sewer services. Contractors are permitted to substitute like, similar, or equal-valued products and bear responsibility for moving furniture while protecting all surfaces and homeowner property from damage.
