About this file
This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, specifically for a property located at 7 Mississippi Circle. The scope encompasses comprehensive home rehabilitation work including kitchen appliances (sink, faucet, range, cooktop, microwave, hood vent, and refrigerator), bathroom fixtures (vanity sink, faucet, tub, shower, toilet, and fan), flooring materials (vinyl plank and carpet), heating and cooling systems (hot water heater and HVAC), lighting fixtures throughout the home, roofing materials, gutters, and windows. The project specifies particular brand and model requirements for each item, including Delta faucets, GE kitchen appliances, American Standard bathroom fixtures, Shaw flooring products, and CertainTeed roofing materials. The contract is open to licensed, insured general contractors in good standing with Escambia County, with new contractors required to submit a letter of insurability. Bids must be submitted through OPENGOV, and Escambia County reserves the right to award line items individually for emergency work limited to roofing and septic or sewer services.
The scope includes detailed construction and installation standards requiring contractors to use braided supply lines for plumbing, properly finish trim with putty, caulk, and paint, and complete all drywall work with taping, mudding, texturing, and painting. Cabinetry must be constructed of plywood or better with solid hardwood fronts and frames, and countertops must be laminate with a 4-inch backsplash. All electrical appliances must be Energy Star approved with LED bulbs. The contract language specifies that contractors are obligated to use like, similar, or equal valued products when the specified items are unavailable. Contractors are responsible for moving furniture while homeowners retain responsibility for contents, and all surfaces, furniture, decorations, and homeowner property must be protected from damage throughout the project.
