About this file

This is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, coordinated through the county's general contracting procurement process. The project, located at 10711 Tara Dawn Circle, involves comprehensive home repairs and upgrades across multiple systems and fixtures. The scope includes kitchen appliances (GE range, cooktop, microwave, and refrigerator; Delta faucet), bathroom fixtures (American Standard toilet and tub, Delta faucets, Sterling tub surround, Broan exhaust fan), flooring (Shaw LVP and carpet with pad), HVAC systems, roofing (CertainTeed Landmark shingles), gutters, windows, plumbing supplies, lighting fixtures (Hampton Bay and Commercial Electric), ceiling fans, and a 50-gallon water heater. The bid materials specify exact product brands and model numbers for nearly all components, with performance standards including EnergyStar approval for electrical appliances and LED bulbs. Work requirements include proper finishing techniques for plumbing, trim, drywall, and electrical repairs, along with specifications for countertops (square-edged laminate with 4-inch backsplash) and cabinetry (plywood or better with solid hardwood fronts, no particle board).

Licensed, insured, and county-approved general contractors are eligible to bid, with new contractors required to submit a letter of insurability. Bids must be submitted through OPENGOV only. Escambia County may award line items individually for emergency services limited to roofing and septic/sewer work. Contractors are required to protect all surfaces and property from damage, assume responsibility for moving furniture (though homeowners retain responsibility for contents), and may substitute products with contractor-approved equivalents of like, similar, or equal value. Contact Scott Sanchez, NED, at 850-595-0827 or jssanchez@myescambia.com for additional information regarding the project scope and bidding process.
