About this file
The document is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, managed by the Neighborhood Enterprise Division (NED). The scope details a comprehensive home renovation involving specific appliances, fixtures, and materials for kitchen, bathroom, and general home improvements. The project involves replacing or installing items such as a double-bowl aluminum kitchen sink, Delta faucets, GE appliances (range, cooktop, microwave, hood vent), Whirlpool refrigerator, bathroom fixtures from Delta and American Standard, Shaw flooring (LVP and carpet), A.O. Smith water heater, Hunter and Hampton Bay lighting, CertainTeed roofing, and aluminum gutters. Eligible general contractors must be licensed, insured, and in good standing with the county, with new contractors required to submit a letter of insurability.
The bid opportunity allows for line-item awards, with specific emphasis on emergency services like roofing and septic/sewer work. Contractors are expected to use EnergyStar approved appliances with LED bulbs and are obligated to use like, similar, or equal valued products. The scope includes specific requirements for construction quality, such as plywood cabinetry with solid hardwood fronts, square-edged laminate countertops, and specific guidelines for repair and replacement of various home components. Bids must be submitted through OPENGOV, and interested parties can contact Scott Sanchez at 850-595-0827 for additional information about the project.
