About this file
This is a Bid Scope Materials List for a residential rehabilitation project administered by Escambia County, Florida, in partnership with NED (contact: Scott Sanchez, 850-595-0827, jssanchez@myescambia.com). The project scope encompasses comprehensive kitchen and bathroom renovations, including specified appliances such as a GE range, GE cooktop, Whirlpool refrigerator, Delta faucets, American Standard toilet, and various fixtures from manufacturers including Broan, Sterling, and Aquatic. The project also includes flooring materials (Shaw LVP and carpet), roofing (CertainTeed Landmark), HVAC systems, electrical lighting (Hampton Bay and Commercial Electric fixtures), and a 50-gallon A.O. Smith water heater. Installation requirements specify the use of new braided supply lines for plumbing fixtures, proper finishing techniques for trim and drywall work, square-edged laminate countertops with 4-inch backsplash, and cabinetry constructed of half-inch plywood or better with solid hardwood fronts and no particle board. All electrical appliances must be ENERGY STAR approved with LED bulbs.
Bids must be submitted through OPENGOV only, and all general contractors must be licensed, insured, and in good standing with Escambia County. New contractors are required to submit a letter of insurability demonstrating compliance with these requirements. Escambia County reserves the right to award line items individually for emergency repairs limited to roofing and septic or sewer services. Contractors are obligated to provide like, similar, or equal-valued products if specified items are unavailable and bear responsibility for moving furniture while protecting all surfaces, fixtures, and homeowner property from damage. No pricing information, award dates, or contract term details are specified in this materials list document.
