About this file

This is a Bid Scope Materials List for a residential rehabilitation project located at 230 Broussard Street in Escambia County, Florida, managed by the Northeast Florida Economic Development Organization (NED). The scope encompasses a comprehensive home rehabilitation including kitchen appliances (sink, faucet, range, cooktop, microwave, hood vent, and refrigerator), bathroom fixtures (vanity sink, faucets, tub, shower, toilet, and fan), flooring (luxury vinyl plank and carpet), a 50-gallon hot water heater, ceiling fans, and various lighting fixtures. The project also specifies roofing materials (CertainTeed Landmark shingles), gutters, windows, and HVAC systems. Specific manufacturer and model numbers are designated for each item, with general construction standards requiring new braided supply lines for plumbing, proper finishing techniques for trim and drywall, square-edged laminate countertops with 4-inch backsplashes, and cabinetry constructed from plywood or better with solid hardwood fronts and frames. All electrical appliances must be ENERGY STAR approved with LED bulbs.

Licensed, insured, and county-compliant general contractors are eligible to bid on this project, with new county contractors required to submit a letter of insurability. Escambia County reserves the right to award line items individually for emergency services limited to roofing and septic/sewer work. Contractors must use like, similar, or equal valued products as specified and are responsible for protecting all surfaces and property from damage. All bids must be submitted through OPENGOV. Contact information for project inquiries is provided through Scott Sanchez at NED (850-595-0827, jssanchez@myescambia.com).
