The project encompasses three bridge structures: Bridge No. 09611 (Hwy 144 over Hwy 29/SW Canyon Rd) with 16,137 square feet of deck area, Bridge No. 09612 (Hwy 144 over Beaverton Hillsdale Hwy) with 7,425 square feet, and Bridge No. 09457 (Hwy 144 Fanno Creek Crossing) with 6,720 square feet. Work can begin upon notice to proceed, with substantial completion required by September 30, 2026, and final completion by October 15, 2026. The contractor must submit a traffic control plan and erosion sediment control plan at least five calendar days before the preconstruction conference, which must occur at least fourteen days prior to work commencement.

The project requires compliance with the 2024 Oregon Standard Specifications for Construction and specified special provisions. Contractors must furnish a 12-foot straightedge and achieve pavement surface tolerance of no more than 1/4 inch variation. Asphalt mix must be a recently approved ODOT design with Level 4 grade asphalt cement, and compaction must meet a minimum of 91 percent of Maximum Relative Density (MAMD). Load restrictions apply to the bridge decks, limiting combined weight to 65,000 pounds per 1,000 square feet of surface area or 25,000 pounds per 100 square feet for long-term material storage, with a total maximum of 200,000 pounds per bridge span. The contractor is responsible for all quality control and quality assurance, traffic control measures based on an approved TCP, and coordination with concurrent roadside development work (Bella Terra LLC, March 2026 to December 2028). Single lane closures on OR 217 are permitted Sunday through Thursday between 10:00 p.m. and 5:00 a.m., and Friday through Saturday between 10:00 p.m. and 6:00 a.m. Notifications must be provided to the ODOT Project Manager, Tualatin Valley Fire and Rescue, and ODOT Traffic Management Operations Center at specified times. No separate payment will be made for erosion and sediment control, environmental protection, traffic control markings, temporary traffic control, or work on existing sewers and structures, as these costs are incidental to the bid items.

Updated 11/9/2020

Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work

This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.

Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.

Repair Guidelines:

1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.

2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.

3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.

4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
