Subject: Request for Qualifications (RFQ) for Phil and Penny Knight

Campus for Accelerating Scientific Impact (Knight Campus) -

Research / Instructional Building (Building 3)

Dear Prospective Consultant:

The University of Oregon (the “Owner”) is soliciting qualifications from architecture firms for master planning and architectural services related to Knight Campus -Building 3 (the

"Project"). This letter contains the information required to respond to this RFQ. We know how much work is involved in developing a submittal of this type, and we would like to thank you in advance for taking time to respond.

BACKGROUND:

The Knight Campus was initiated by an initial gift from Phil and Penny Knight in 2016, resulting in the launch of the Knight Campus research program and the construction of

Building 1, completed in 2021. A second gift from the Knights in 2021 allowed for the expansion of the Knight Campus to a second building located just to the north of Building

1. As part of the Knight Campus Building 2 project, completed in the summer of 2026, a preliminary master plan was developed to highlight 3 additional buildings that could result in a 5-building complex.

On September 23, 2026, it was announced that the Knights have bestowed upon the

University of Oregon a very generous third gift, with the intent of establishing a College of

Engineering within the Knight Campus. This further enables an already highly productive bioengineering and applied science research and training program to expand its scientific impact by developing academic classrooms, academic laboratories, and faculty research laboratory spaces to support a new academic program in Bioengineering. This third gift also results in the development of Building 3 within the Knight Campus.

The functionality of the academic, research, innovation, and training spaces established within Building 1 and Building 2, being of primary importance, is expected to continue into these future buildings. We also seek to continue forward in constructing a remarkable

Knight Campus -Building 3 – Architectural RFQ campus which includes buildings that are cohesive and architecturally significant, that inspire those working within them, that inspire the entire university and

Eugene/Springfield community, that successfully convey a university that is at the forefront of innovation and display a university excited about the future. We seek design teams that share our enthusiasm in continuing forward with this transformational work.

PROJECT DESCRIPTION:

The Knight Campus - Building 3 project includes exploring the long-term physical goals of the Knight Campus required to support the needs of the soon-to be created College of

Engineering, applied science training and research, and innovation activities. Knight

Campus’s focus in the areas of bioengineering and applied science is changing the profile of the University of Oregon in perpetuity. This design effort will develop a vision of the physical infrastructure necessary to continue elevating this program and the university to new heights.

Having completed Knight Campus Building 1 and Building 2, the University is embarking on a process to document the physical assets necessary to fully carry out the Knight

Campus vision. The work developed under this RFQ will establish the foundation necessary to launch future building projects and high-quality campus open space to complete that vision.

This design work includes:

• Refinement of the original master plan of the academic and research complex that contains a total of 5 academic buildings (2 existing and 3 to be developed) located in the area of campus identified in Attachment A;

• A comprehensive space Program and Conceptual Design for the 3 new academic/research buildings;

• Completion of 100% Schematic Design for the first of the 3 academic/research buildings, its related utility system connections to existing campus infrastructure, and its associated sitework and open space development.

• Upon successful completion of the 100% Schematic Design Phase, it is anticipated that the Owner will Contract with the Consultant for complete Design through

Closeout Phase services for Building 3.

• The Owner will maintain the option to contract with the awarded proposer for the design of the additional Knight Campus buildings 4 and 5 identified in the Master

Plan.

SELECTION AND CONTRACTING PROCESS:

University Policy and procedures enumerate the University's processes for contracting with professional consultants.

The Owner may reject any submission not in compliance with all requirements and may cancel this RFQ or reject for good cause any or all responses, without liability to the Owner, upon a finding by the Owner that it is in the public interest to do so.

Please note that throughout this procurement process, the Owner will not accept submissions or inquiries that require the Owner to pay the cost of production or delivery or any other costs.

From the firms responding to this RFQ the Owner will select the responsive, responsible firm(s) it believes best meet the criteria listed above under "Basis for Evaluating

Qualifications" and the information submitted under "Submission Requirements and

Procedures"; the Owner will invite those firms to interview and will furnish them with an interview packet containing additional information and requirements.

Firms selected for interviews will be notified by telephone and letter no later than 2:00 pm Pacific Time on November 20, 2026. Interviews are tentatively planned for some time between December 8-10, 2026. Interview times will be based on the order in which the submittals were received via the electronic link, with the earliest received having first choice.

After deliberations regarding the interviews, if there are still further considerations that need to be clarified, the Owner may schedule additional interviews with firms selected from the finalists. The Owner will select the firm it believes best meets the criteria identified in this RFQ and intends to enter into an agreement with them for Master

Planning, Programming, Conceptual Design, and Schematic Design substantially similar to the attached Contracts (Attachment B-1, B-2, B-3). If the selected firm chooses not to execute a contract that is substantially similar to the Contracts (Attachment B-1, B-2, B-3), the

Owner reserves the right to enter into negotiations with another of the remaining firms.

If the selected firm fails to successfully perform the sub-consultant interview and selection process to the satisfaction of the Owner, the Owner reserves the right to terminate work with that firm and enter into negotiations with one of the remaining firms.

If the selected firm executes the Master Planning, Programming and Conceptual Design, and 100% Schematic Design Contracts with the Owner, but fails to successfully perform either of these phases of work to the satisfaction of the Owner, the Owner reserves the right to terminate work with that firm and enter into negotiations with one of the remaining firms.

If the selected firm successfully performs the work required during the Programming and

Conceptual Design Phase, and 100% Schematic Design as described in the RFQ above, it is the intent of the Owner to execute Architect’s Contracts substantially similar to the attached (Attachment B-3) Contract for services that extend from Design Development through project Closeout for Building 3, with an option to contract for Schematic Design through Closeout on the subsequent projects identified in the Master Plan. If the selected firm chooses not to execute a contract that is substantially similar to the Contract

(Attachment B-3), the Owner reserves the right to enter into negotiations with one of the remaining firms.

CONTRACTS:

The Owner uses standard contract forms for architect contracts (see Attachments B-1, B-2, B-3: Master Plan, Draft Programming /Concept Design, and Draft Consultant’s Contract).

Before submitting your firm's qualifications to the Owner, please carefully review this contract, which will form the basis of the contract with the selected firm.
