I-80 Waco to Utica - Crack Seal & Bridge Repair Project Summary
This is a bid notice from the Nebraska Department of Transportation (NDOT) for a federal-aid construction project involving crack sealing and bridge repair work on Interstate 80 from Waco to Utica in York County, Nebraska. The project encompasses 5.74 miles of roadway and requires contractors to be prequalified in Classes 8 and 10 (Miscellaneous and General work). The letting date is August 27, 2026, at 1:30 PM, with a tentative start date of February 1, 2027, and a contract time of 15 working days. All work must be completed by March 31, 2027. Bidders may submit proposals electronically via www.bidx.com or by mail to the NDOT Contract Lettings Section. Bids will be publicly opened and read online following the letting date and time. The contract involves lane closures on the interstate with specific restrictions: closures are limited to one lane per direction and must not be installed during nighttime hours or inclement weather. Ramp closures at the L-93B interchange are permitted only during daytime hours (one hour after sunrise to one hour before sunset). The contractor must maintain access to adjacent properties and schedule operations to keep all lanes and ramps open to traffic at night and when work is not occurring.
The contract includes multiple assessment penalties for non-compliance: lane closure violations incur $380 per hour per lane per direction; project completion delays are subject to $11,380 per calendar day per direction beginning April 1, 2027; ramp closure violations cost $500 per hour; and failure to open lanes during specified holidays results in a $5,000 assessment per occurrence. All traffic control work must conform to approved temporary traffic control measures, and the contractor is prohibited from crack sealing before November 1, 2026. The project is federally-funded and subject to Buy America requirements, Davis-Bacon wage determinations, and FHWA-1273 contract provisions. Insurance requirements include $1,000,000 general liability per occurrence and $2,000,000 aggregate, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 umbrella/excess coverage. Environmental commitments address threatened and endangered species protection, restricted staging areas, wetland preservation, and waste management. All right-of-way has been acquired, and utility coordination has been arranged with Black Hills Energy, Norris Public Power District, Perennial Public Power District, Windstream, and NDOT-owned utilities.

After this one-hour period, the Contractor will incur an assessment.
(see SPECIAL PROSECUTION AND PROGRESS (Assessments), paragraph B)
5. The Contractor will be allowed to close on/off-ramps, in one direction at a time, at the L-
93B interchange to perform construction during daytime hours, unless otherwise directed by the Engineer. Daytime hours shall be defined as being from 1 hour after sunrise to 1 hour before sunset. Ramp closure duration shall be kept to a minimum. When a ramp closure is no longer required or is not necessary in the opinion of the Engineer, the Contractor shall have one hour, following notification by the Engineer, to open the closed ramp(s) to traffic. After this one-hour period, the Contractor will incur an assessment.
(see SPECIAL PROSECUTION AND PROGRESS (Assessments), paragraph D)
6. A lane or ramp closure shall not be installed during nighttime hours. Nighttime hours shall be defined as being from sunset to 1/2 hour after sunrise in the Eastbound direction and from 1/2 hour before sunset to sunrise in the Westbound direction.
