GENERAL CONDITIONS
NAME OF PROPOSAL: Tree Pruning, Tree Removal, Stump Removal & Tree Planting 2026
INTRODUCTION
The City of Troy is seeking sealed proposals from interested and qualified vendors for Tree Pruning, Tree Removal, Stump Removal & Tree Planting in Prospect Park. All work shall comply with applicable New York State Department of Environmental Conservation (NYSDEC) guidelines, ANSI A300 standards for tree care operations, and ANSI Z133 safety standards. All trees are located on City-owned property, and some are situated beneath or near utility lines. Wood, branches, and other vegetative debris shall be chipped on-site, and all resulting material and debris shall be removed from the property. All work must be performed under the supervision of an ISA Certified Arborist who is either employed by or under contract with the selected firm.
SCOPE
Work under this contract shall include the installation and removal of all necessary traffic-control and site-protection measures to ensure the safety of park users, and public and private property during tree care operations. The scope of work includes removal of 31 dead/diseased trees and the grinding of the resulting stumps in addition to grinding of 12 existing stumps and pruning 364 trees. Pruning will consist of cleaning the canopy of trees to remove defects such as dead or broken branches, even when the rest of the tree is sound.
Additionally, the project includes planting 20 trees at the park and providing a five-year tree maintenance plan.
Note that unit prices bid under items shall include all costs for provision of all labor, equipment, and materials necessary to facilitate work for:
STUMP REMOVAL:
Work includes grinding 12 existing stumps using a machine-powered stump grinder to a minimum depth of 12 inches below the surrounding ground surface. All resulting stump holes shall be backfilled with suitable sandy material, thoroughly compacted to prevent settlement, and finished with at least four inches of topsoil. The restored area shall be graded to match the surrounding surface and seeded with an appropriate grass-seed mixture. All stump-removal, backfilling, restoration, and disposal work shall comply with applicable New York State Department of Environmental Conservation (NYSDEC) requirements.
TREE REMOVAL:
Work for tree removal includes the removal of 31 dead/diseased or invasive trees and grinding the resulting stumps. Upon completion of tree removal, the contractor shall ensure that all resulting holes and disturbed areas are filled with topsoil, reseeded with grass, and covered with appropriate mulch to protect the seed and facilitate germination. The Contractor shall provide all labor, supervision, equipment, materials, traffic control, and other resources necessary to safely complete the tree-removal and stump-grinding work. Before beginning work, the Contractor shall inspect each designated tree and the surrounding area for hazards, utilities, access limitations, and nearby property and shall coordinate the work schedule with the City. Trees shall be removed using controlled methods, including sectional dismantling, rigging, cranes, or aerial lifts when necessary to prevent damage. Any areas disturbed or damaged by the work shall be restored to their original or better condition.
TREE PRUNNING:
The Contractor shall provide all labor, supervision, equipment, materials, traffic-control measures, and other resources necessary to complete the pruning of trees identified in the contract documents.
The purpose of the work is to improve tree health and structure, remove hazardous or defective branches, provide appropriate clearance, and protect park users and surrounding property. Pruning shall include the selective removal of dead, diseased, damaged, broken, hanging, weakly attached, or structurally defective branches. All pruning shall comply with applicable New York State Department of Environmental Conservation requirements, the current edition of ANSI A300 standards for tree-care operations and ANSI Z133 safety requirements. Pruning operations shall be performed or directly supervised by Certified Arborist. The City and NYSDEC reserve the right to inspect the work. Pruning shall not be considered complete until all required work has been performed, debris has been removed, disturbed areas have been restored, and the work has been accepted by the City and NYSDEC.
TREE PLANTING:
The project includes the planting of 20 trees at the project site, using species approved by DEC. List of trees will be attached to this RFP. Tree planting must include a 5-year planting and maintenance plan to ensure trees are planted correctly and that the plantings will be successful in the long term.
DEC requires tree planting projects to have a minimum survival rate of 95% at the time of DEC forester inspection prior to final reimbursement. A 1-year warranty for trees/plantings by contractors is also required. The contractor is required to follow all DEC-approved planting standards, including proper site preparation, root handling, staking, mulching, and watering.
DEC Tree Planting Standard:
• Inspect nursery stock at time of delivery for damage and poor quality.
• Holes dug for planting of trees will be a minimum of 12 inches larger than the diameter of the root system or root ball. Preferably, the hole should be two to three times the size of the root ball.
• Trees will be planted no deeper than previously grown with allowance for settling. The root flair should be at or slightly above ground level.
• Strings and twine will be removed from trunk of tree. Burlap and wire baskets will be removed or rolled down into hole.
• Backfill with existing soil when suitable. Avoid using excessive amounts of organic matter.
• When sensitive species are exposed to direct sun, wrap lower trunk with a tree wrap. Remove wrap after first growing season.
• Bark mulch will be applied around the tree, up to 3 inches deep, in a circle which extends beyond the planting hole. Mulch should not touch trunk above root flair.
• Only dead, damaged or poorly located branches will be removed using proper pruning techniques.
• Newly planted trees will be watered at the time of planting, and for best results, water, soaking the root zone once per week, barring rain, and more frequently during hot weather until they are established.
• In caring for and handling trees prior to planting, all precautions customary in good trade practice will be taken.
A minimum one-year warranty is recommended for trees planted by a contractor.
