Bids to Owner's Agent
Scope of Services You are invited to submit a proposal to provide route reviews as required by the CalRecycle regulations under Senate Bill (SB) 1383: Short-Lived Climate Pollutants.
The City is looking for a vendor to perform the required route reviews on trash, recycling, and organic waste containers belonging to the City’s waste hauler in compliance with the requirements in the California Code of Regulations (CCR), Title 14, Division 7, Chapter 3, Article 6.2, and Section
18984.5 of SB 1383. The City has an exclusive waste collection agreement with Mission Trail Waste Systems (MTWS) to provide trash, recycling, and organics collection service in Los Altos. Route reviews will be performed on all MTWS designated routes in Los Altos for all three waste streams: trash, single-stream recycling, and organics containers. The selected vendor will perform route reviews via “lid flipping” — lifting the lids on waste containers to check for contamination inside the container.
Proposals should include a kick-off meeting with City staff, MTWS, and the City’s Solid Waste Consultant, R3 Consulting Group, to review the route review process and schedule. This meeting shall be held via video call.
Interim questions can be completed via e-mail correspondence.
