About this file
This Bid Notice is issued by the State Center Community College District (Fresno City College) for progressive design-build services to construct an interdisciplinary classroom and cafe facility at the West Fresno Center campus located at 600 E Church Ave in Fresno County, California. The District seeks a single Progressive Design-Build Entity to provide design, preconstruction, and construction services through a two-phase engagement model. Phase One encompasses design and preconstruction services, during which the selected entity will collaborate with the District to refine design, establish scope, validate budgets, and develop a Guaranteed Maximum Price (GMP) or other mutually agreed-upon commercial terms. Phase Two, authorizable only through an amendment following satisfactory completion of Phase One and District acceptance of the GMP, covers construction services. The project scope includes a culinary lab, cafe with kitchen and food preparation areas, a small gym and weight room, generic multidisciplinary labs, and faculty and staff office and study and lounge spaces, with a preliminary estimate of 26,000 gross square feet. The Request for Qualifications (RFQ) phase deadline is September 10, 2026 at 2:00 PM PDT, with responses submitted electronically. Only firms successfully shortlisted through this RFQ will advance to the subsequent Request for Proposal (RFP) phase, where a pre-bid meeting will be held. An online question-and-answer period closes on August 12, 2026 at 2:00 PM PDT. No pre-bid meeting is scheduled for the RFQ phase.
The estimated bid value is $35 million with a lump sum award type. Prospective bidders must hold either a Class A or Class B General Contractor License. The procurement emphasizes early collaboration, open-book cost transparency, and shared risk during design development, with pricing transparency maintained through the negotiated commercial terms process. If the District does not accept the proposed GMP, the District reserves the right to terminate the agreement for convenience, negotiate a revised GMP, or pursue an alternative delivery method for Phase Two, with the PDBE compensated only for Phase One services satisfactorily performed. Inquiries regarding the project, contract documents, or RFQ must be submitted in writing via email to Teresa Campagna Bryant, District Director of Procurement and Contracts, at teresa.campagna@scccd.edu. Additional information and bidding access is available through the PlanetBids Vendor Portal.

Scope of Services Under the progressive design-build (“PDB”) approach, the District will engage a single Progressive Design-Build entity (“PDBE”) to provide design, preconstruction, and construction services in two distinct phases. The process emphasizes early collaboration, open-book cost transparency, and shared risk during design development, followed by a negotiated Guaranteed Maximum Price (GMP) or other agreed-upon commercial terms prior to construction.
The District will first contract with the selected PDBE for Phase One (1) services (Design and Preconstruction). During this stage, the PDBE will collaborate closely with the District to refine the design, establish scope, validate budgets, and develop the GMP or other mutually agreed-upon commercial terms.
The District will authorize Phase Two (2) (Construction Services) through an amendment to the Agreement only after Phase One (1) is satisfactorily completed and the District, in its sole discretion, has accepted the GMP or other agreed-upon commercial terms. If the District does not accept the proposed GMP, the District reserves the right to terminate the Agreement for convenience, negotiate a revised GMP, or pursue an alternative delivery method for Phase 2, with the PDBE compensated only for Phase 1 services satisfactorily performed.
The new building will be located at Fresno City College’s West Fresno Center campus at 600 E Church Ave. It is expected to include a culinary lab, a café including a kitchen/food preparation area, a small gym and weight room, generic multidisciplinary labs, faculty and staff office and study and lounge spaces. The building is preliminarily estimated to be 26,000 GSF.
