Clinton County invites bids for the snow plowing, snow removal, salting, and sanding at Clinton County Public Transit (CCPT) Bus Facility, 226 Arizona Ave, Plattsburgh, NY 12903. The facility at this location is the base of operations for the county's public transit system.

The selected contractor will provide all needed materials and equipment for the completion of the tasks as outlined in the scope of work for this contract, including all salt and/or sand needed for the maintenance of parking areas and sidewalks. Facility staff are provided with minimal amounts of salt that is only to be used for keeping employee entrances free of ice buildup.

Contractor acknowledges that the prompt efficient removal of snow and sanding/salting of the facility parking areas is essential to the proper operation of CCPT in winter months. In the event that the County determines that the contractor is not performing duties in keeping with the terms of this agreement, the County may at any time with two (2) days written notice terminate this agreement.

CCPTO erationallnfo:

. CCPT operates 7 days a week during the Fall and Spring SUNY Plattsburgh semesters, and 6 days a week, Monday through Saturday, when SUNY Plattsburgh is not in session (winter break is from Saturday, December 12, 2026 through Monday January 25, 2027).

. Hours of operation are 4:00am through 10:00pm Monday through Saturday, and from 10am to 10pm on Sundays

. CCPT also provides 24/7 emergency support to Clinton County Office of Emergency Services during extreme events.

Re lar Snow Removal Re utrements:

Snow removal contract includes all outlines areas on the CCPT facility grounds map. Map is included for informational purposes ONLY, contractors are still requu-ed to meet with Plaiming Department Staff to walk the facility grounds prior to the start of the snow removal season. Contractors are also highly encouraged to flag different parking areas, and sidewalks prior to the first snowfall to assist with the efficient removal of snow in the winter months. Additionally, the contractor is encouraged to flag any structures that may become buried under snow and care must be taken to avoid damage (i. e. hydrants, signage, etc). Any damage to county property will be the sole responsibility of the contractor to repau- or replace.

. The selected contractor shall respond to every snow event after the snowfall has ended for accumulations of less than (3") three inches and at intervals during a prolonged storm event each time the accumulation reaches (3W) three inches.

o Snow removals should be completed by the following times during days of operation 3:30am, 7:00am, 4:00pm, 7:30pm, and 9pm.

. The contractor will perform "clean-up runs" when a majority of the vehicles are ofiFthe lot to ensure available parking spaces remain accessible and the lot is cleared as much as possible. The majority of the CCPT fleet is offsite between 6:30 am - 9:30am, and 3:30pm - 7:30pm.

. At the end of each snow event the selected contractor must use a sand/salt mfacture on all paved and gravel parkmg areas to help manage the ice buildup.

CCPT Bus Facility Building 226 Arizona Avenue

PIattsburgh, NY 12903

Main Parking Area (paved) o The contractor must prioritize keeping this area of the lot clear, this provides some employee parking and is essential to the buses moving through the lot. When CCPT staff anticipate a larger snow event buses are parked inside the facility and will need to be able to drive out first thing to ensure the routes start on time.

o It is important that access to the building be maintained as we provide medical transportation (specifically for dialysis patients) during extreme weather events when other routes have been delayed or cancelled.

Fleet Parking Area/ Employee Parking Area (gravel) o These lots need to be cleared frequently but are not as vital as the main lot. They should be the second priority once the main area is cleared.

o Gravel areas become icy more frequently than the paved areas and will require frequent sanding/salting to ensure that operational staff can safely walk to and from parked buses.

o Care needs to be taken to ensure that large amounts of gravel are not scraped up and deposited in areas that will make summer lawn care challenging.

. Damage to gravel areas must be repaired as part of the spring clean-up

Sidewalks o The selected contractor will shovel and sand/salt the sidewalks at the back of the facility when accumulation reaches (3") three inches or at the end of a snow event for stonns that will result in less than (3") three inches of total snowfall.

o During periods of ice sidewalks and doorways must be regularly sanded/salted to prevent fall hazards.

o Contractor will shovel sidewalks by hand or use appropriately sized equipment for snow removal and salt placement, sidewalks shall not be cleared using any truck-mounted equipment due to the risk of damage to the lawn and building.

o The contractor will remove snow buildup from all doors along the sidewalk on the back of the facility, these are either emergency exits or doors to access vital utilities for the facility and access cannot be impaired.

Other Snow Removal Re uirements:

. When snowbanks are obstructing visibility (greater than 6" in height) and afFecting ca^s^uses entering/exiting the driveways safely the contractor must either remove or push back these snowbanks to allow for greater visibility.

. The selected contractor will respond as soon as they are able to emergency snow removal needs requested by the County Planning Director or the General Manager of the CCPT Facility. In the event that the CCPT buses are needed to support Clinton County Office of Emergency Services during an extreme weather and/or emergency event access will be needed to the facility by staff and buses will need to be able to leave the lot.

. Back Lot (gravel) o DO NOT PLOW THIS AREA UNLESS REQUESTED o Staff only require access to this area on a limited basis, and Planning Director will call and request clearing from this area if needed. Removal of snow from this area of the parking lot, if requested, can be done at the contractor's convenience.
