SCOPE OF WORK

City Hall South Stairs Concrete Repair

Project No. P11026

1. Project Description / General Scope

The City of Springfield is soliciting one Lump Sum Bid from qualified Contractors to provide all labor, materials, equipment, supervision, tools, mobilization, site protection, and incidentals necessary to repair and restore deteriorated concrete at the South Entrance stairs and associated concrete areas at Springfield City Hall, 225 Fifth Street, Springfield, Oregon.

The Work includes concrete repair and a protective two-part epoxy coating system as one complete project. Work generally includes securing and protecting the project site; removing loose, damaged, deteriorated, delaminated, or otherwise unsound concrete within the limits of Work; preparing existing concrete surfaces; structurally patching and restoring damaged concrete; and, following completion and adequate curing of the repairs, applying the two-part epoxy coating system to the designated concrete surfaces.

The Work also includes maintaining safe pedestrian access, protecting adjacent improvements, cleanup and disposal, coordination with City Hall operations, and all other work reasonably necessary to provide a complete and functional project in accordance with the Contract Documents.

The green-shaded areas shown on Attachment 1 - South Entrance establish the limits of the Lump Sum Work for this project. The Contractor shall include the complete concrete repair and coating work within those limits in its Lump Sum Bid.

2. Site Protection and Access

The Contractor shall secure and protect the work area throughout construction and provide barricades, signage, temporary protection, and other measures necessary to prevent unauthorized access to active work areas and maintain a safe work site.

The Contractor shall coordinate construction activities with the City's Project Manager to minimize disruption to City Hall operations and maintain safe pedestrian access to and around the building.

Temporary closures of the South Entrance or changes to pedestrian access shall be coordinated with the City's Project Manager in advance.

The Contractor shall protect adjacent building surfaces, doors, walls, railings, sidewalks, landscaping, and other existing improvements from damage resulting from the Work. Any damage caused by the Contractor shall be repaired or restored at the Contractor's expense.

3. Limits of Work and Concrete Preparation and Repair

The limits of the Lump Sum Work are the green-shaded areas shown on Attachment 1 - South Entrance.

Within those limits, the Contractor shall identify, remove, prepare, repair, patch, and restore loose, deteriorated, delaminated, damaged, or otherwise unsound concrete as necessary to provide a complete and functional repair.

Concrete repair work shall include, as applicable:

• Securing and preparing the work area;

• Removing loose, deteriorated, delaminated, damaged, or otherwise unsound concrete within the identified limits of Work;

P11026 - Scope of Work | Page 2

• Cleaning and preparing existing concrete surfaces to receive repair materials;

• Saw cutting or other controlled removal methods as necessary to establish suitable repair boundaries;

• Preparing and cleaning exposed reinforcing steel, if encountered;

• Drilling and installing dowels, anchors, or reinforcing connections into existing concrete where required for the repairs;

• Furnishing and installing compatible concrete repair and patching materials;

• Structurally patching and restoring damaged concrete; and

• Finishing repaired areas to restore the intended dimensions, profiles, edges, stair geometry, and walking surfaces.

The Contractor shall perform concrete repairs in accordance with the repair material manufacturer's written preparation, installation, placement, and curing requirements.

The green-shaded limits establish the area to be included in the Lump Sum Bid. Field verification of deterioration within those limits is part of the Contractor's Work and does not, by itself, constitute a change in the Contract Amount. Work outside the green-shaded limits shall not be performed unless authorized by the City in accordance with the Contract Documents.

4. Two-Part Epoxy Coating System

Following completion and adequate curing of the concrete repairs, the Contractor shall prepare the designated concrete surfaces and furnish and apply a two-part epoxy coating system to seal and protect the concrete.

For purposes of the Lump Sum Bid, the coating limits are the concrete surfaces within the green-shaded areas shown on Attachment 1 - South Entrance. The Contractor shall include the complete coating of those designated surfaces in the Lump Sum Bid.

The coating work shall include all labor, materials, equipment, surface preparation, application, curing, protection, and incidentals necessary to provide a complete coating system. Surface preparation and application shall be completed in accordance with the coating manufacturer's written requirements.

The finished coating shall provide a durable, uniform surface suitable for exterior pedestrian use. The Contractor shall protect adjacent surfaces and improvements during application and shall correct any spills, overspray, staining, or damage resulting from the coating work at no additional cost to the City.

5. Existing Conditions / Field Verification

Bidders shall examine the project site and become familiar with existing conditions prior to submitting a Bid. The mandatory pre-bid meeting provides Bidders an opportunity to observe the project area and conditions affecting the Work.

The Contractor shall field verify dimensions, existing conditions, and the limits shown on Attachment 1 - South Entrance prior to beginning construction. Field verification is intended to confirm existing conditions and does not transfer responsibility to the City for measurements or quantities that can reasonably be verified by the Bidder.

If concealed or materially different conditions are encountered that could not reasonably have been identified during the bidding process and may affect the Work, the Contractor shall promptly notify the City's Project Manager and shall not proceed with the affected work until directed by the City.

Any change to the limits of Work, Contract Work, Contract Amount, or Contract Time shall be authorized in accordance with the Contract Documents. No oral direction or field condition shall, by itself, authorize additional compensation.

6. Submittals

Prior to beginning the applicable work, the Contractor shall submit product information to the City's Project Manager for review. Submittals shall include, as applicable:

P11026 - Scope of Work | Page 3

• Concrete repair and patching materials;

• Bonding agents and related repair products;

• Dowels, anchors, or reinforcing products proposed for the repairs; and

• Two-part epoxy coating system, including manufacturer's product information and surface preparation, application, curing, and exterior pedestrian-use requirements.

City review of submittals does not relieve the Contractor of responsibility for complying with the Contract Documents, field conditions, or manufacturer's requirements.

7. Project Schedule and Coordination

The Contractor shall submit a project schedule to the City's Project Manager within ten (10) calendar days following issuance of the Notice to Proceed (NTP). The schedule shall identify the anticipated sequence and duration of major work activities through completion of the project, including concrete repair, required curing periods, coating preparation and application, and final cleanup.

The Contractor shall submit weekly schedule updates to the Project Manager throughout the duration of the Work. Updates shall identify work completed, upcoming activities, and any changes or delays that may affect the project schedule or Contract Time.

The Contractor shall coordinate the schedule with City Hall operations and promptly notify the Project Manager of conditions that may affect scheduled completion. Nothing in this section modifies the Contract Time established by the Contract Documents.

8. Cleanup and Restoration

The Contractor shall maintain the project site in a clean, safe, and orderly condition throughout construction. The Contractor shall remove and legally dispose of demolished concrete, construction debris, excess materials, and other waste generated by the Work.

Upon completion, the Contractor shall remove temporary protection, barricades, equipment, excess materials, and debris and restore areas affected by construction to a clean and serviceable condition.

Completed work and adjacent surfaces shall be free of construction residue, coating materials, staining, and damage resulting from the Contractor's operations.

9. Contractor Responsibilities

The Contractor shall be responsible for providing all labor, materials, equipment, tools, supervision, and incidentals required to complete the Work, including:

• Field measurements and verification of existing conditions;

• Construction means, methods, techniques, sequencing, and procedures;

• Coordination and supervision of employees and subcontractors;

• Protection of existing improvements and completed Work;

• Maintaining a safe and secure work site;

• Maintaining required pedestrian access and controls;

• Coordination of activities affecting City Hall operations with the City's Project Manager;

• Compliance with applicable manufacturer requirements; and

• Completion of all work reasonably inferable from the Contract Documents as necessary to provide the intended complete and functional result.

10. Lump Sum Bid Requirements

The Contractor shall submit one Lump Sum Bid for the complete Work described in the Invitation to Bid and Contract Documents. The Lump Sum Bid shall be full compensation for completing the Work within the

P11026 - Scope of Work | Page 4 identified limits and shall not be based on separate unit prices or optional repair items unless expressly identified otherwise in the Invitation to Bid.

The Lump Sum Bid shall include all labor, materials, equipment, supervision, tools, mobilization, site protection, concrete removal, surface preparation, structural concrete repair and patching, required doweling and reinforcing associated with the repairs, two-part epoxy coating system, pedestrian controls, coordination, cleanup, disposal, overhead, profit, and all incidental work necessary to provide a complete and functional project.

Bidders are responsible for evaluating the existing conditions visible or reasonably ascertainable during the bidding period and for including in the Lump Sum Bid the work necessary to complete the project within the limits shown on Attachment 1 - South Entrance.

No additional compensation will be made for work reasonably inferable as necessary to complete the Work within the identified limits. Adjustments to the Contract Amount or Contract Time shall be made only when authorized by the City in accordance with the Contract Documents.

11. Contract Documents and Attachment

This Scope of Work is part of the Contract Documents and shall be read together with the Invitation to Bid, Bid Submittal, Instructions to Bidders, Contract, applicable specifications, addenda, and Attachment 1 - South Entrance.
