About this file

This is a Request for Proposals (RFP) issued by the City of Pendleton, Oregon, for the repair and restoration of the Beacon of the Sentinels sculpture and its surrounding pavilion. The project involves removing existing vertical brick tiles from the pavilion's walls that were improperly spaced and grouted, installing replacement tiles according to a pre-approved design, and providing recommendations for future maintenance. The Beacon, installed in 2017, is a bronze sculpture honoring the five branches of the military, with tile work recognizing veterans. Proposals must address documentation and preparation, site setup, photographic documentation throughout the project, equipment rental and logistics, and project reporting. Bids are due by 2:00 pm local time on July 28, 2026, and should be submitted to Stephanie Huffman at stephanie.huffman@pendletonor.gov or via postal mail to the City of Pendleton address provided.

Proposers must submit itemized cost proposals covering documentation, reporting, preparation, conservation treatments, equipment rental, and lodging if applicable, with all costs including labor, materials, equipment, and incidental expenses. Separate bids for tile replacement and stucco covering are acceptable and encouraged. Evaluation will be based on relevant experience and qualifications, understanding of the project and proposed approach, past performance and references, cost and value, and ability to meet schedule. Cost will be considered but is not the sole determining factor in selection. Qualifications must include a summary of relevant experience, examples of comparable completed projects with references, relevant professional certifications or affiliations, general commercial liability insurance, and resumes of key personnel. The selected consultant must comply with applicable local, state, and federal regulations and recognized professional conservation standards while coordinating with City staff throughout the project.
