About this file
This is a Request for Proposal (RFP) issued by the Town of East Hartford, Connecticut, for the procurement of personal property audit services. The Town seeks proposals from certified public accounting firms or auditing firms to conduct municipal personal property audits on business personal property taxpayers as authorized by Connecticut General Statutes. The audit program will verify the accuracy of reported information contained within Personal Property Declarations for a select number of accounts from approximately 1,851 businesses currently filing annual declarations. The gross assessed valuation of personal property accounts on the October 1, 2025 Grand List is $326,388,445. Proposals must be received by the Purchasing Agent at Town Hall, 740 Main Street, East Hartford, Connecticut, no later than 11:00 A.M. on Monday, September 28, 2026, at which time they will be publicly opened and read. The selected firm will perform comprehensive audits including initiating contact with selected taxpayers, conducting physical inspections and site visits, reviewing personal property tax declarations against federal and state income tax returns and fixed asset records, analyzing leased equipment, reviewing leasehold improvements, examining out-of-town items and sold or scrapped property, and preparing detailed and final reports. The firm may also be required to participate in formal administrative or judicial hearings and discussions with taxpayers. The engagement period will begin upon contract execution and is expected to be conducted over a three-year period, with timeframes negotiable between the firm and the Town Assessor.
Respondent firms must employ staff with Certified Public Accountants possessing at least five years of public auditing experience or a minimum of three years' experience performing municipal personal property tax audits in Connecticut, and must have full-time staff holding the IAAO Personal Property Specialist (PPS) designation. The firm must have performed a minimum of ten projects in Connecticut of similar size and scope. The RFP requires firms to provide one original and three copies of proposals and to submit cost proposals using either a fee schedule format, a revenue share-based percentage of tax collection (including taxes, interest, and penalties derived from audit results), or both, with clearly indicated yearly escalations. The Town will not be responsible for any costs incurred in proposal preparation and reserves the right to reject any or all bids. All data collected and documentation produced will become the exclusive property of the Town of East Hartford. The Town intends to select the vendor it deems most qualified and best suited to its needs, not necessarily the lowest-cost bidder. The awarded bidder must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers' Compensation (statutory), Commercial Automobile Liability ($1,000,000), Umbrella Liability ($1,000,000), and Professional Errors & Omissions coverage ($1,000,000 per claim/$1,000,000 aggregate), with the Town named as an Additional Insured on all policies except Workers' Compensation and Professional Errors & Omissions.
