About this file

Summary

This is a Request for Proposals (RFP) issued by the Town of East Hartford, Connecticut for the sale and redevelopment of 304 Main Street, a 0.26-acre vacant commercial lot formerly occupied by a fire station that was demolished in 2021. The Town seeks a qualified developer to purchase the property and redevelop it with uses that contribute to Main Street corridor revitalization and generate pedestrian activity, with preferred uses including neighborhood-scale commercial, mixed-use development, small office, restaurant, or cafe operations permitted within the B-2 Neighborhood Business zone. The RFP was issued on August 25, 2026, with questions due by September 18, 2026, an addendum to be issued by September 23, 2026, and proposals due by October 7, 2026 at 11:00 AM. Interested developers must submit four hard copies and one digital copy of their proposals to the Town Hall Purchasing Office; the anticipated selection announcement is November 2026, with Town Council approval expected in Spring 2027. Proposals must include an executive summary, developer qualifications with resumes and similar project experience, detailed development plans with site plans and conceptual designs, proposed schedule including planning and construction phases, financial information, and proof of insurance and corporate resolutions.

The Town will evaluate proposals based on the developer's ability to execute the project, community benefit and neighborhood stability, conformance with the Plan of Conservation and Development, financial strength and ability to deliver on schedule, proposed purchase price, and previous related project experience. An independent appraisal completed in April 2026 valued the property at $80,000. The site is located in an Enterprise Zone and Federal Opportunity Zone, offering potential tax benefits for development. The property has 70 feet of frontage on Main Street with average daily traffic of 14,500 vehicles; all public utilities are available. The selected developer will be required to enter into a Land Development Agreement with the Town outlining responsibilities for acquisition, design, permitting, utility connections, construction, insurance, and other requirements for completion. The developer must begin and complete construction within timeframes established in the agreement, with performance milestones including deadlines for closing, permitting, construction commencement, and project completion; failure to meet milestones may result in property reversion to the Town.

The purpose of the appraisal assignment is to estimate market value of the subject property as of the effective date of the appraisal. Market value is defined in The Dictionary of Real Estate Appraisal, Seventh

Edition, published by the Appraisal Institute, as follows:

“The most probable price that a property should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller each acting prudently and knowledgeably, and assuming the price is not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a specified date and the passing of title from seller to buyer under conditions whereby:

• Buyer and seller are typically motivated;

• Both parties are well informed or well advised, and acting in what they consider their best interests;

• A reasonable time is allowed for exposure in the open market;

• Payment is made in terms of cash in U.S. dollars or in terms of financial arrangements comparable thereto; and

• The price represents the normal consideration for the property sold unaffected by special or creative financing or sales concessions granted by anyone associated with the sale”

Marketing time is the period a prospective investor would forecast selling the subject property immediately after the date of value, at the estimated value.

Estimates of exposure/marketing time are based on one or more of the following:

• statistical and survey information
