About this file

This is a supply contract bid document for Humble Independent School District (Humble ISD), a Texas public school district serving approximately 48,000 students across forty-seven campuses in Harris County. The District is soliciting proposals for glass replacement services on an as-needed basis, encompassing building glass replacement (single-pane float, tempered safety, laminated safety, insulated units, wired, Low-E, and specialty panels for windows, doors, skylights, storefront systems, partition glass, and curtain walls), vehicle glass replacement (windshields, side windows, vent windows, quarter panels, and mirrors for school buses, mini-buses, vans, pickup trucks, sedans, SUVs, and maintenance vehicles), and glass tinting services (solar control, privacy, decorative, safety and security, and anti-graffiti film). Electronic proposals are due June 9, 2026. The contract term runs from the award date through July 13, 2029, with possible month-to-month extensions available by mutual agreement.

All prices must be quoted F.O.B. Humble ISD with inside delivery and exclude sales tax. The District spends over $50,000 annually on these services, and prices must remain firm for the contract term unless adjusted by Consumer Price Index changes, which require 45-day written notice and approval from the Director of Purchasing. Award may be made to one or multiple vendors. Evaluation criteria total 100 points, weighted across purchase percentage offered (30 points), vendor reputation (10 points), quality of goods and services (10 points), extent of service alignment with district needs (15 points), past vendor relationship (10 points), total long-term cost (10 points), scope of work alignment (10 points), and qualified references (5 points). Awarded vendors must provide Certificates of Insurance including General Liability with minimum $1,000,000 per occurrence and Umbrella Liability of $5,000,000 each occurrence and aggregate. Vendor employees must pass criminal background checks, wear picture ID badges, and comply with the District's Code of Conduct, including prohibitions on tobacco, drugs, and weapons on school property.
