Dear Offeror:

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Memphis, TN, Contracting Office, for the acquisition of various edible food items for our facility. This package contains all the necessary information for submitting a request for quote for evaluation.

In submitting the request for quote, offeror’s should consider all information provided herein.

Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote. Partial orders on individual items unless it exceeds one

(1) truck load will not be accepted (Fill or Kill). Delivery dates are from April 3, 2023 thru April 30, 2023 between the hours of 7:00 a.m. and 12:00 p.m.CST.

All potential offeror’s are advised that this solicitation includes the clause FAR 52.212-5(Apr 2005) for Commercial Items, System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to register in the SAM database at sam.gov. Offeror’s should include their Data Universal Number System (DUNS) and Unique Entity Identifier (UEI) numbers in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees UEI and DUNS number into the SAM database. Complete the Annual Representations and Certifications electronically via the On-Line Representations and Certifications Application (ORCA), which should be completed at https://orca.bpn.gov .This information is included in this solicitation in the provision FAR 52.212-1(Jan 2005) Instructions to Offeror’s - Commercial Items. Once you have completed the SAM requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certification with your quotes.

Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award.

Offers shall be for the quantity and count requested on the RFQ. Vendors will be responsible for doing calculations that are outside of the specs listed on the RFQ.

Offers shall be received on or before the deadline via email, or mail. Award notifications will be made via e-mail so please include your e-mail address. See solicitation for deadline.
