Evaluation Criteria & Scoring Matrix

A. Two-Step Design-Build Procurement Method (Texas Government Code Chapter 2269)

This solicitation follows the Two-Step Design-Build Procurement Method prescribed by Texas Government Code Chapter 2269 and

NEISD

Board Policy CVE (Legal).

1. Design-Build Step 1 – Qualifications Phase

NEISD will evaluate Request for Qualifications (RFQs) to select up to five (5) of the most qualified Design-Build

Deadline: 8/27/2026 02:00 PM (CT) 31-26Page 10 of 25 pages

Firms.

2. Design-Build Step 2 – Proposal/Negotiation Phase

Shortlisted firms will receive a Design Criteria Package and may be invited to participate in proposal development, clarifications, and contract negotiations. Best Value recommendations will be presented to the NEISD Board of Trustees in accordance with Texas Government Code

§2269.308.

These two steps comprise the statutory Design-Build procurement process.

B. Evaluation Process Within Design-Build Step 1

To support the statutory Step 1 Qualifications Phase, NEISD will conduct its evaluation using two internal scoring phases:

Evaluation Phase (Within DB Step 1) Maximum Points

Phase 1 – Qualifications Evaluation 60

Phase 1A – Interview Evaluation (If Required) 40

Total 100 Points

Phase 1 – Qualifications Evaluation (60 Points)

All Respondents will be scored based on demonstrated competence, experience, reputation, technical capability, staffing resources, past performance, safety record, and ability to perform the required work for the trade category indicated.

Phase 1A – Optional Interview Evaluation (40 Points)

An interview phase may be conducted only if deemed necessary by the Evaluation Committee to further clarify or assess a Respondent’s qualifications. Interviews are not guaranteed and may not be required for any trade category.

Use of Scores When Interviews Are Not Conducted

If interviews are not conducted, final scoring, ranking, and selection of up to five (5) firms will be based solely on Phase 1 – Qualifications Evaluation, with a maximum possible score of 60 points. No Phase 1A points will be assigned.

Purpose of These Internal Evaluation Phases

These Phases (1 and 1A) are internal scoring mechanisms used solely within Design-Build Step 1. They do not form part of Design-Build Step 2, which is the proposal/negotiation phase conducted only with shortlisted firms.

Phases 1 and 1A are internal evaluation components conducted within Design-Build Step 1 and shall not be interpreted as separate statutory steps.

C. Importance of a Complete Phase 1 Submittal

Because interviews may or may not be conducted, Respondents must ensure that their Phase 1 – Qualifications Submittal is complete, detailed, and fully responsive. The District may make its final shortlist determination based

Deadline: 8/27/2026 02:00 PM (CT) 31-26Page 11 of 25 pages entirely on written submittals without conducting interviews.

The District recommends to all respondents to avoid boilerplate responses. Consider tailoring the SOQ specifically to NEISD’s culture, priorities and values.

“Culture” for the purpose of this RFQ is not an abstract idea, it is who we are and how we serve. It reflects our students, parents, teachers, our history, and our purpose. We encourage firms to demonstrate not only that they understand who NEISD is but that they live it through active participation and authentic connection to our schools and community.

People, not projects. Our schools are vibrant living communities — not busy construction sites. San Antonio fortunately has a wealth of great A/E/C Firms that can design projects, but how does your firm reflect this idea that Bond 2025 is more about people not projects. Our people live and function in these environments that will be renovated. Show NEISD that you are committed to working with, not for NEISD. Our projects might not be glamorous; we consider them to be “marvelous”. Show us how so?

Stewardship, not status. We take pride in maintaining what generations have built before us. Over 80% of our 2025 Bond Program is to maintain our existing facilities. Show us what your firm has done, is doing, and will do to reflect this pride.

Purpose, not publicity. We invest in what matters most — classrooms, safety, and student success.

We encourage respondents to emphasize connection to the District, such as staff or team members who live in the district, have children enrolled, volunteer, or operate businesses within NEISD boundaries.

Also include general ISD volunteerism and engagement. You can’t know an ISD from the outside; you must live it by being involved — as a parent, volunteer, or mentor in our schools. Don’t show us that you know ISD or North East, show us how much you know your ISD or North East ISD.

Don’t just indicate what you build, show us that you care about who we are, who we serve, and why we do what we do.

Demonstrate an understanding of who NEISD is and why we do what we do — our demographics, our history, our aspirations, etc. Firms should show how their values and approach reflect our belief that public education facilities are more than buildings; they are learning opportunities for our students, by our parents, through our teachers. How do your designs support that?

Highlight company or staff involvement in school district volunteerism (PTA, foundations, school boards, etc.).

Are employees throughout your organization involved in public K-12 schools — attend events, mentoring students, and supporting PTA initiatives. Culture isn’t something you visit or know about— it’s something you live. How does your company live our Culture?

Reminder “North East” is two words, not one.
