About this file
This is a Bid Evaluation and Award Recommendation document from the State of Michigan Department of Technology, Management, & Budget for Request for Proposal 171 190000002308 regarding concrete services at the Flint State Office Building. The solicitation sought a contractor to provide concrete services on the loading dock and sidewalk at the facility. The RFP was posted on SIGMA VSS on May 20, 2019, with a 15-day response period and a due date of June 4, 2019. Two bidders submitted proposals: Blue Spader Contractors and McCarthy Construction Co. Inc. A mandatory site visit was required, and all bidders were required to submit proof of liability insurance naming the State of Michigan as an additional insured. Evaluation was conducted by a Subject Matter Expert using technical evaluation criteria across four categories: General Requirements, Service Levels, Project Plan, and Vendor Questions Worksheet. Both bidders achieved technical scores meeting RFP requirements, with Blue Spader Contractors scoring 80 points and McCarthy Construction scoring 80 points based on their technical submissions.
McCarthy Construction Co. Inc. was recommended for award in the amount of $15,850.00, pending State Administrative Board approval, based on providing the best value to the State when combining technical evaluation factors and pricing. Blue Spader Contractors, a Service-Disabled Veteran Owned Business (SDVOB), submitted a bid of $49,920.00, which would have been reduced to $48,335.00 with the applicable 10% SDVOB discount. McCarthy Construction's significantly lower price—approximately $34,070 less than Blue Spader's original bid—was the determining factor in the award recommendation, as both bidders demonstrated comparable technical capabilities and met all mandatory requirements. The solicitation manager, Rob Telesz, was available to conduct debriefing sessions with unsuccessful bidders to explain the State's rationale for the award decision.
