About this file

This is a Bid Evaluation Scorecard prepared by the Massachusetts Division of Marine Fisheries for Request for Response (RFR) number DMF-26014 regarding vessel services for a ventless lobster trap survey in Gulf of Maine Zone E. The procurement team leader is Tracy Pugh, with evaluators D. Perry and J. Swinford. The evaluation form is designed as a fillable PDF template that allows the procurement team to customize evaluation criteria and assign priority multipliers, with a maximum total of 100 points available across all criteria. The form includes five standard evaluation categories: Bid Price, Boat Size/Specifications/Speed, Captain's Experience, Estimated Steam Time, and Past Performance, each scored on a scale from 0 to 5 points (no score, unsatisfactory, satisfactory, good, very good, or excellent). The scorecard calculates an average score across reviewers and identifies the highest average possible score for comparison purposes.

The evaluation framework establishes that bid price carries a multiplier value of 5, as do boat specifications, captain's experience, estimated steam time, and past performance, indicating these criteria hold equal priority weighting in the selection process. The form allows flexibility for the procurement team to modify or remove the last three evaluation items if different criteria are needed, though multipliers must be assigned before distribution to evaluators to ensure the total maximum points equal 100. The contract award is designated for Zone E, with the evaluation scorecard serving as the primary tool for comparative analysis of vendor proposals submitted in response to this marine fisheries survey service opportunity.

The evaluation criteria with the highest priority will have the highest multiplier, and the lowest priority criteria will have the lowest multiplier. The Maximum Points Available should equal 100. USING THIS FORM:This Evaluation Scorecard is best used as a fillable PDF. Only the first 3 items are permanently set, the last 3 items (AMP, SOWMBA, Past Performance) may be tabbed to removed or typed over if the PMT is using different evaluation criteria. The PMT must fill-in a multiplier prior to distributing to evaluators.
