About this file
This is a Response Evaluation Scorecard for the Massachusetts Division of Marine Fisheries related to a vessel services contract (DMF-26014) for lobster trap surveying in Gulf of Maine Zone E. The procurement seeks one commercial lobster fisher and vessel to bait, set, haul, and maintain state-owned lobster traps for population monitoring in LCMA 1 (NMFS Area 514), Cape Cod Bay. The evaluation will be conducted by a procurement team led by Tracy Pugh with evaluators D. Perry and J. Swinford. The scorecard is structured to evaluate proposals across multiple criteria with a maximum of 100 points total.
The evaluation criteria include Bid Price, Boat Size/Specifications/Speed, Captain's Experience, Estimated Steam Time, and Past Performance, each weighted with a multiplier to reflect priority levels. Scoring uses a scale from 0 (No Score) to 5 (Excellent), with evaluators' scores averaged and multiplied by the assigned weighting factor. The form is designed as a fillable PDF template with the first three criteria permanently set and the remaining criteria subject to modification by the procurement team as needed. The contract is specific to Zone E in Cape Cod Bay, with a maximum of one award anticipated for this location.
