The contractor must comply with OSHA standards and DOT regulations, maintain dewatered solids concentration of minimum 15 percent, and ensure loads meet landfill requirements including passing TCLP and paint filter testing with no water dripping from trucks. The contractor is responsible for all haulage and tipping fees, fuel supply, electrical connections, potable water hookups, chemical documentation, background checks for all on-site personnel, and daily coordination with facility staff. 33470 — 1

SOLIDS REMOVAL, DEWATERING, AND DISPOSAL1

PART 1 — GENERAL2

1.1 SUMMARY3

A. This section includes mobilization, solids removal from the water authority upper basins,4 solids dewatering, placement of the dewatered solids into a container or truck provided by5 the contractor, solids disposal at an approved landfill, demobilization, and site and surface6 restoration.7

B. The upper basins were constructed prior to 1975 to settle solids from the waste stream prior8 to discharge to an unnamed tributary to Stroubles Creek. In 1975, the upper basins were9 connected to a newly constructed polishing pond to provide additional solids removal before10 discharge to the unnamed tributary. The last time that the upper basins were cleaned out11 was in 2014. At that time, only the third basin was cleaned out. The remaining two basins12 were not cleaned at that time.13

1.2 SCOPE OF WORK14

A. The Contractor shall be allowed to connect to existing power at the facility.15

B. The Contractor will supply the necessary electrician and coordinate the electrical16 connections with the NRV Regional Water Authority staff. Contractor is responsible for17 providing all materials needed to make the necessary connections. Any damages that occur18 to the existing electrical panels or its components shall be the responsibility of the19 Contractor to replace.20

E. The Contractor is required to produce a sludge cake that meets the landfill’s requirements.26 The New River Resource Authority does not currently use alternate daily cover, and the27 material will be disposed of as a sludge. These criteria include but are not limited to a28 sludge cake that passes a Toxicity Characteristic Leaching Procedure (TCLP), paint filter29 test, and shall not have water dripping from the truck prior to leaving the plant site or at30 the landfill site upon arriving. Any load that does not meet these requirements will be re-31 processed until it meets these criteria before leaving the site. Documentation of the tests32 shall be provided to the NRV Regional Water Authority and to the landfill.33

F. The Contractor is required to comply with the landfill’s daily limit to accepting this34 material. The Contractor is responsible for communicating and coordinating with the landfill35 and include this information in the proposal. The contact information for the landfill is Isaac36 Wall, Administrative and Compliance Manager, New River Resource Authority, P.O. Box 1246,37 7100 Cloyd's Mountain Road, Dublin, VA 24084, (540) 674-1677,38 iwall@newriverresourceauthority.org.39

G. Contractor shall coordinate access into and out of the site daily with the Chief Operator40 and/or Maintenance Superintendent.41

A. Chemicals that will be used for solids conditioning in sludge removal operation shall be13 submitted for OWNER’S approval.14

B. At least one week prior to commencing work, the Contractor shall submit the following to15 the OWNER:16

1. List of all personnel who will work on-site at the NRV Regional Water Treatment Plant17 site.18

2. Provide written certification that they have conducted a background check on the list of19 personnel that will work on site and verify that they do not have a criminal record20 and/or outstanding warrants against them and are able to work in the United States.21

3. Maintain a daily log identifying who worked on site each day.22

4. Provide the name of the Superintendent for the project.23

33470 — 3

PART 3 — EXECUTION1

3.1 SAMPLE AND ANALYSIS FOR PAYMENT2

A. A sample shall be collected for each truck load at the location where the trucks are filled.3 The contractor shall collect the sample at a location approved by the OWNER.4

B. The collected sample will be analyzed for solids concentration in percent (%) solids by a5 laboratory accredited under the Virginia Environmental Laboratory Accreditation Program6 (VELAP). This task will be accomplished by the Contractor. The OWNER has the option to7 split the sample and perform solids testing also.8

C. The Contractor shall coordinate the sampling operation with the weighing operation to9 assure that all the weighed trucks are sampled. The contractor payment will be based on10 the weight of sludge hauled to approved final disposal site. The weight of the solids will be11 multiplied by the percent solids to determine the dry ton weight.12

3.2 SLUDGE REMOVAL OPERATION13

A. Solids removal operation will not interfere with normal operations. Solids removal will occur14 in one basin at a time; the basin for solids removal will be taken off-line while the second15 basin will remain active to support water treatment plant operations. The water in the off-16 line basin will be lowered to the level allowed by the existing decanting equipment. The17 remaining water and solids will be withdrawn or otherwise removed and dewatered by the18 Contractor. Once one basin is cleaned, it will be put back in operation, and the second19 basin will be taken offline for solids removal using the same general approach.20

B. Solids withdrawn will be processed as the solids are removed.21

C. If applicable, dredge or otherwise remove solids in an overlapping path to assure a more22 complete solids removal from the bottom surface. The Contractor will be responsible for the23 cost of replacement of any piping or other basin components damaged during solids removal.24

D. Only moderate dewatered solids storage on the site will be allowed and not to exceed 1025 cubic yards. The solids removal process staging area must be kept clean and tidy at the end26 of daily operations. Any solids spill on site must be removed and the area cleaned before27 the end of daily operations.28

E. Weight of binding agent used for solids conditioning will be deducted from the weight of29 dewatered solids, if more than 20-lbs/ton chemical is used. The binding agent dry weight30 deduction will be applied to dewatered solids dry ton weight before payment is made.31

F. Safety procedures must be maintained in compliance with OSHA standards regarding the32 operation and maintenance of sludge removal process.33

3.3 SOLIDS DISPOSAL AND TRANSPORTATION34

A. The Contractor shall provide all labor, equipment, material, insurance necessary to35 accomplish solids disposal by transportation.36

B. The OWNER reserves the right to make a spot check on the contractor's solids removal mode37 from truck loading to the approved disposal site.38

C. The OWNER reserves the right to inspect all loads prior to leaving the site. All loads shall be39 free from water and shall not have water dripping from the truck prior to leaving the plant40 site, en route to the landfill, and at the landfill site upon arriving.41

D. The Contractor will be responsible for any spill from an accident, transportation, and42 disposal of solids and solids loading to the trucks. Dewatered solids storage will not be43 allowed on the site.44

33470 — 4
