About this file
Summary
This is a bid documents package for the Lift Station No. 1 Rehabilitation project issued by Montgomery County Municipal Utility District No. 112 in Texas. The project encompasses the rehabilitation of Lift Station No. 1, including surface preparation and protective coating application to the duplex lift station's wet well concrete walls, interior piping, welded steel vent, influent gravity piping, and all valve vault piping, valves, and fittings. Additional work includes removal and replacement of a stainless steel insect screen in existing vent piping, complete replacement of all wet well piping with ductile iron piping and components, bypass pumping of 1,230 GPM peak flow, and site restoration. An alternate bid item offers stainless steel piping as a substitute for ductile iron. The project also requires enforcement of TPDES storm water pollution prevention plan requirements throughout construction. Sealed bids were due by 4:00 p.m. on Tuesday, September 22, 2026, with a non-mandatory pre-bid conference held on September 15, 2026, via Zoom. Bids were to be publicly opened and read in person and via Zoom. The successful bidder must commence work within five calendar days of written notice and achieve substantial completion within ninety calendar days from the notice to commence work. The contract shall be awarded based on the greatest advantage to the owner considering all elements of the bid.
Bidders must submit a bid security equal to two percent of the total bid amount in the form of a certified check, cashier's check, or bid bond from a Texas-authorized surety. The successful bidder must furnish performance and payment bonds each equal to one hundred percent of the total contract price within seven calendar days of notification that contract documents are available for pickup. The project does not qualify for tax exemption, and all applicable sales taxes should be excluded from unit prices. The contractor must maintain a permanent place of business, provide adequate equipment, maintain required worker's compensation and liability insurance, demonstrate suitable financial status, have appropriate technical experience, and provide evidence of three prior completed jobs similar in size and cost within Montgomery County. A ten percent retention will be withheld from all partial payments until final project approval. The engineer for the project is Edminster, Hinshaw, Russ and Associates, Inc. (EHRA), located at 10011 Meadowglen Lane, Houston, Texas 77042. Plan documents and bid materials are available through the CivCast USA website at www.civcastusa.com or from the engineer's office.

REJECTION OF PROPOSALS
Proposals may be rejected if they show alterations of form, additions not called for, conditional bids, incomplete bids, erasures or irregularities of any kind. The Owner reserves the right to waive any irregularities in the bids as received and to reject any and all proposals without qualification(s). More than one proposal from an individual, firm or partnership, corporation or association, under the same or different names, will not be considered. Reasonable grounds for believing that a Bidder is interested in more than one such proposal may cause the rejection of all proposals in which said Bidder is interested.

CONDITIONS OF WORK
Each bidder is expected to inform himself fully of the construction and labor conditions under which the work will be performed, and will be presumed to have inspected the site and to have read and to be thoroughly familiar with the Contract Documents and Technical Specifications and Plans. Failure to do so will not relieve a successful bidder of his obligation to furnish all material and labor necessary to carry out the provisions of the Contract and to complete the contemplated work for the consideration set forth in his bid. Any information given in regard to sub-surface data, test borings, and similar conditions is to be considered approximate and does not relieve the bidder of the responsibility for its verification.

Upon completion of each phase of work, a complete set of these "cut sheets” will be transmitted to Contractor's office if requested. The protection of construction stakes (horizontal and vertical control points and stakes for alignment and grades) is the Contractor's responsibility and re-staking or re-establishment of these points or stakes will be done by the Engineer at the Contractor's expense. Survey Party time for re-staking will be charges at hourly rates in accordance with the Engineer's schedule of hourly rates, which is in effect at the time of the re-staking.

The district shall establish criteria for acceptability of the surety company issuing Payment and Performance Bonds including, but not limited to:
a.) authorization to do business in Texas; and b.) authorization to issue Payment and Performance Bonds in the amount required for the contract and:
i) a rating of least "A" from Best's Key Rating Guide; or
ii) if the surety company does not have any such rating due to the length of time it has been a surety company, the surety company must demonstrate eligibility to participate in the Surety Bond Guarantee Program of the Small Business Administration and must be an approved surety company listed in the United States Department of Treasury Circular 570. Such Performance and Payment Bonds shall meet the criteria contained in the rules and regulations promulgated by the United States Department of Treasury with respect to performance and payment bonds for federal jobs, including specifically the rules related to the underwriting limitation. The District shall satisfy itself that such surety company and bonds meet such criteria.
The Standard Form of Agreement between Owner and Contractor as adopted by the Texas Section of the American Society of Civil Engineers, with certain modifications, is included in the Contract Documents.
