About this file

This is a Request for Bid (RFB) document issued by the University of Wisconsin-Green Bay Purchasing Department for professional cleaning services of residential life buildings. The bid, numbered GBTO 6661, solicits deep cleaning services for 178 university apartments and dormitory rooms across six residential halls during a compressed timeframe in May 2018. The project encompasses four separate lots: Lot A covers 57 apartments in Ed Thompson Hall and Tom Haevers Hall (54 four-bedroom, 2 two-bedroom, and 1 three-bedroom units); Lot B includes 63 apartments in Richard Liebl Hall and Keith Pamperin Hall (60 four-bedroom, 1 two-bedroom, and 2 three-bedroom units); Lot C comprises 56 apartments in John Robishaw Hall and Donald Harden Hall (41 four-bedroom, 9 two-bedroom, 6 three-bedroom, and 2 five-bedroom units); and Lot D is an alternate for 120 single-bedroom dormitory rooms with single restrooms in four freshman dormitory halls. Lots A, B, and C must be cleaned between May 13-18, 2018, while Lot D (alternate) would be cleaned between May 19-30, 2018. A pre-bid meeting and site walkthrough was scheduled for Tuesday, April 3, 2018, at 1:00 PM. The bid was due Tuesday, April 10, 2018, at 2:00 PM CDT. Award will be made to the lowest qualified bidder per lot, with the alternate determined after the four primary lots are awarded.

Bids must be submitted as sealed documents marked with the due date and RFB number GBMH 6661, with FOB destination pricing required. The contractor will receive detailed cleaning specifications, inspection sheets, and unit costs for different apartment configurations. The university will supply certain materials including lamps, shower curtains, safety screwdrivers, keys for AC cord locks, tin foil, blue tape, and inspection sheets. The contractor must complete work to standards specified in attached cleaning requirement documents and inspection reports, with UWGB staff and contractor jointly inspecting completed units; non-compliance issues require callback remediation at no additional cost. Bids are firm for acceptance for 60 days from the date of bid opening. Bidders may claim minority business enterprise preference under Wisconsin Statutes section 16.75(3m) if certified by the Wisconsin Department of Commerce, or may claim work center certification under section 16.752 for employment of persons with severe disabilities. The State of Wisconsin shall be the sole judge of equivalency. Bidders/proposers are cautioned to avoid bidding alternates to the specifications which may result in rejection of their bid/proposal.

2.0 DEVIATIONS AND EXCEPTIONS: Deviations and

exceptions from original text, terms, conditions, or specifications shall be described fully, on the bidder's/proposer's letterhead, signed, and attached to the request. In the absence of such statement, the bid/proposal shall be accepted as in strict compliance with all terms, conditions, and specifications and the bidders/proposers shall be held liable.

6.2 Prices established in continuing agreements and

term contracts may be lowered due to general market conditions, but prices shall not be subject to increase for ninety (90) calendar days from the date of award. Any increase proposed shall be submitted to the contracting agency thirty (30) calendar days before the proposed effective date of the price increase, and shall be limited to fully documented cost increases to the contractor which are demonstrated to be industrywide. The conditions under which price increases may be granted shall be expressed in bid/proposal documents and contracts or agreements.

6.3 In determination of award, discounts for early
