If maintaining uniform and continuous paving, the engineer may allow the contractor to omit the surge bin. Do not use devices that cause vibrations or other motion that adversely affect the finished ride. For clarity, the engineer will require use of a surge bin if paving operations are not maintained at a uniform and continuous speed (if HMA truck transport rate exceeds the paving operation laydown rate). This requirement is related to concern for temperature differential.

b. Truck transport shall be planned such that the HMA transport rate (tons/hr) closely matches plant production rate and laydown rate.

C. For clarification, Air Void Regression Mix (AVR) is not required on this project.

D. Replace 460.2.5(2) with the following: The maximum allowable percent binder replacement, from RAS, RAP, and FRAP in combination is 20.0 percent.

E. For clarification, per 460.3.3.3, the Owner shall be electing to waive density testing.

a. By waiving density testing, the Owner shall accept the mixture by the ordinary compaction procedure as specified in 450.3.2.6.2. The full text of this spec item is included below for clarity.

b. 450.3.2.6.2 Ordinary Compaction.

i. Unless the contract specifies otherwise, compact patching, leveling, and wedging layers of asphaltic pavement or surfacing; all layers of plant mixed asphaltic base and base widening; driveways; and other non-traffic areas until no further appreciable consolidation is visible under the action of compaction equipment. Use two or more rollers per paver if placing more than approximately 165 tons of mixture per hour.

ii. The engineer will assess the compacted density using methods specified for the

particular type of work.

F. Add the following to standard spec 460.2:

a. 460.2.8 Asphalt Fiber Reinforcement

i. Synthetic fiber reinforcement blend formulated to reinforce Hot Mix Asphalt (HMA). Fiber shall be stored and handled by the contractor in accordance with manufacturer recommendations.

ii. General: Material meeting requirements listed below that is compatible with HMA or approved equal.

iii. Material Types: Virgin Polyolefins and Virgin Aramid

iv. Form: Twisted Fibrillated & Monofilament Fibers

v. Specific Gravity (Bulk Relative Density): 0.91 and 1.44

vi. Tensile Strength: 70,000 psi / 400,000 psi

vii. Maximum Length: ¾-inch

viii. Color: Yellow, Black, Tan

ix. Acid / Alkali Resistance: Inert

x. Operating Temperature: -100°F to 800°F, N/A

G. Add the following to standard spec 460.3.1:

a. Fibers shall be added to the mix at the batch plant at a rate of not less than one (1) pound of fibers per one (1) ton of asphalt mix batched. Batching and mixing with the fibers shall be in conformance with manufacturer recommendations.

b. Fiber reinforced asphalt pavement shall have placement and compaction completed according to the manufacturer’s requirements and specifications. Care shall be taken when placing the mix to avoid using long tine rakes or other tools that will align fibers or disrupt the homogeneous, uniform 3-dimensional fiber dispersion when moving the mix.

H. Replace standard spec 460.5.2.1 (2) with the following:

a. Payment for the HMA Pavement bid item is full compensation for providing HMA pavement, for fiber material added to HMA, for mixture design, and aggregate source testing. Tack coat will be paid separately under the Tack Coat bid item as specified in 455.5.
