SPECIFICATIONS FOR: BrD NO.23-0131-5

WESTLAKE NEIGHBORIIOOD PARK PLAYGROUND SURFACING

REPLACEMENT (funded in whole or in part by the American Rescue Plan Act)

4.1 BACKGROUND: Playgrounds are an essential element to Chatham County's quality of life and an importance has been placed on replacing our aging inventory of existing playgrounds as well as bring new playgrounds to new areas of the community. During the

1960's when the Parks and Recreation Department was established, the philosophy of the

County was to create a neighborhood park in all unincorporated and municipality areas for the enjoyment of residents. Westlake Park Neighborhood playground was replaced in 2018 however ceftified playground wood chips was the surfacing used. A depth of 12 inches is required to maintain proper safety parameters for fall heights from playground structures. Keeping a depth of 12 inches has been quite difficult to maintain, as it requires regular maintenance and additional woodchips added which has become cost prohibitive and labor intensive to continue to purchase and maintain. This jeopardizes the safety of the children utilizing the playground. A poured in place, solid rubberized surface provides a low maintenance and superior safety surfacing for the Westlake Playground.

This will ensure continued use and enjoyment from the neighborhood families for the life of the playground. Chatham County is seeking bids from qualified vendors to remove and dispose of current surfacing and replace with specified surfacing. Westlake

Neighborhood Park is located at l97l Westlake Avenue, Savannah, GA 31405. This project is funded in whole or in part by the American Rescue Plan Act.

The body of each wage detenmination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covened by the wage detenmination. The classifications ane l-isted in alphabetical onder of ""identifiens"" that indicate whethen the panticular rate is a union rate (current union negotiated rate fon local), a survey nate (weighted average nate) or a union average rate (weighted union avenage nate).

Union Rate Identifiens

A foun letter classification abbreviation identifien enclosed in dotted tines beginning with charactens other than ""SU"" on

""UAVG"" denotes that the union classification and rate wene prevailing fon that classification in the sunvey. Example:

PLUMO198-O05 07/Ot/2014. PLUM is an abbneviation identifien of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0L98 indicates the locaI union number or district council numben whene applicable, i.€., Plumbens Local 0198. The next number, oo5 in the example, is an internal number used in processing the wage determination. o7/a!/2at4 is the effective date of the most current negotiated nate, which in this example is July 1, 20!4.

Union prevailing wage rates are updated to reflect aII rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed unden the ""5u"" identifien indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the nates neported in the survey fon that classification. As this weighted average rate includes alI rates reported in the survey, it may include both union and non-union rates. Example: SULA2OI2-O77 5/73/2014. SU indicates the rates are survey rates based on a weighted average cafculation of nates and ane not majority rates. LA indicates the State of Louisiana. 2Ot2 is the yean of survey on which these cfassifications and rates ane based. The next number' @O7 in the example, is an internal number used in producing the wage detenmination . 5/t3/2ot4 indicates the sunvey completion date for the classifications and nates unden that identifier.

survey wage nates are not updated and remain in effect until a new sunvey is conducted.

Union Average Rate Identifiens classification(s) listed unden the UAVG identifier indicate that no single majority rate pnevailed fon those classifications; however, IQQ% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-OO]-A

O8/29/2Ot4. UAVG indicates that the nate is a weighted union avenage rate. OH indicates the state. The next number, OOIO in the example, is an intennaL number used in pnoducing the wage detenmination. 08/29/2O74 indicates the survey completion date fon the classifications and nates unden that identifier.

A UAVG nate wift be updated once a year, usually in Januany of https://sam. gov/wage-determination/GA20230286/0 3/5

8115123' 9:14 AM SAM gov each year, to reflect a weighted avenage of the curnent negotiated/CBA rate of the union tocals from which the rate is based.
