FY26 1st Quarter Food Service Subsistence – General Subsistence and Meat

*THIS SERVES AS A COMBINED SYNOPSIS/SOLICITATION

The Federal Bureau of Prisons, Federal Correctional Complex (FCC) Oakdale, Louisiana, intends to issue solicitation 15B51825Q00000009, for the requirements of subsistence and meat related items. This solicitation is restricted to 100% Small Business Set-aside, FOB Destination. Please ensure that you only bid on items that you can and will provide meeting the provided specifications. If you cannot provide items that you were awarded, performance will be affected and may affect future awards.

Deliveries will not be accepted prior to the effective date notated on the signed standard form (SF) 1449, issued by the Contracting Officer. Orders will not be accepted on Federal holidays or weekends. Orders will be delivered to FCC Oakdale, Attention: Food Service Warehouse, 2105 East Whatley Rd, Oakdale, LA 71463. Deliveries will be accepted Monday-Friday 7:30am-3:00pm. Delivery dates for this quarter were not specified by the FSA.

All future information about this solicitation, including solicitation amendments, will also be distributed through the System for Award Management (SAM)at https://www.sam.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. Refer to page #1, block #8 of the SF1449 for the due date of all quotes.

Completed quotes may be submitted electronically via e-mail to bhornsby@bop.gov. All responsible sources must submit a typed quote on the attached specification sheet (BRQ, – SF 1449 -REQUEST FOR QUOTATION), which will be considered for award. Do not submit multiple quote request.

Faith Based and Community Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.

The evaluation factors are price and past performance. Past performance will be considered approximately equal in value to price. The Government will award to the responsible bidder(s) whose offer conforms to the specification listed in the solicitation and is considered to be the most advantageous to the Government. The effective award date is October 01, 2025.

All potential bidder(s) are advised that this solicitation includes the clause FAR 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services. Bidder(s) should include their Unique Entity ID (UEI) number in their offers. As of October 2012, all vendors participating shall be registered in the SAM. The contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's UEI number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.

As of January 1, 2005, all potential bidder(s) are required to complete the annual Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offers Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award.

The Government reserves the right to award item by item, or in groups of items, or in aggregate, whichever is most advantageous to the Government. Items delivered will be accepted in accordance with FAR 52.211-16, Variation in Quantity at 0 percent. Excess items over the exact quantity ordered will be returned at the contractor's expense or retained without compensation to the contractor.

Only quote on those items specified, do not change the item or item description. Do not bid on alternate item or alternate packaging. If you do not supply an item or meet the delivery schedule it will be noted as a performance issue. All quoted prices should not have more than three (3) decimal points. All SF1449 transactions are fill or acknowledged as non-responsive and therefore eliminated from receiving an award.
