About this file
This is a bid booklet for a construction contract issued by the New York City Department of Sanitation (DSNY) for the demolition, replacement, and swing space construction of garage facilities serving Bronx Community Districts 9, 10, and 11. The contract is divided into two construction packages: Construction Package 1 (CP1) involves demolition and replacement of the existing garage located at 800 Zerega Avenue, Bronx, NY 10473, while Construction Package 2 (CP2) includes construction of a south lot swing space at 530 Zerega Avenue, Bronx, NY 10473. The project is subject to a Project Labor Agreement (PLA) and carries the E-PIN 82726B0005 and Capital Project designation S248-423. The bid booklet establishes the required documentation and procedures for bidders, including mandatory submission of bid forms, M/WBE utilization plans, Iran divestment certifications, PLA subcontractor identification forms, and bid bonds. Bidders are required to examine all contract documents, inspect the project sites, and submit comprehensive bids covering all labor, materials, equipment, and services necessary for satisfactory project completion.
The contract requires submission of audited or unaudited financial statements for the three most recent fiscal years, contractor experience questionnaires, and references from at least three prior customers. Apparent low, responsive, and responsible bidders must submit additional documentation including PASSPort disclosure filings, PLA letters of assent, financial statements, performance and payment bonds (required for contracts exceeding $1.5 million and $5 million respectively), insurance certifications, and construction employment reports. The bid documents establish that DSNY will evaluate bids based on unit prices, lump sum prices, or a combination thereof, with the total bid price used for evaluation purposes only. Bidders must comply with prevailing wage requirements under New York State Labor Law Section 220a, non-discrimination provisions, and M/WBE participation goals as outlined in Schedule B, with options to request full or partial waivers based on documented inability to meet goals. The contract is subject to Executive Order No. 50 regarding equal employment compliance, and the successful contractor must demonstrate financial stability, relevant experience with similar projects, and the capacity to comply with all labor and employment regulations.

Procurement and Sourcing Solutions Portal (PASSPort) Disclosure Filing (formerly known as Vendor Information Exchange System (VENDEX) Forms or Certificate of No Change)
All organizations intending to do business with the City of New York must complete the disclosure process in order to be considered for award of a contract. This disclosure process was formerly completed using Vendor Information Exchange System (VENDEX) paper-based forms.
The City of New York has now moved collection of vendor disclosure information online. In anticipation of awards, potential bidders must create online accounts in the new Procurement and Sourcing Solutions Portal (PASSPort) and file all disclosure information. Paper submissions, including certifications of no changes to existing VENDEX packages, will not be accepted in lieu of complete online filings. Any reference to VENDEX in the Information for Bidders should be deemed to be a reference to PASSPort; the VENDEX questionnaire no longer applies and will not be accepted by the Mayor’s Office of Contract Services. For more information about PASSPort, please visit nyc.gov/passport.
