About this file
This is Addendum #1 to the Invitation to Bid issued by Clackamas County for the Arbor Terrace Apartments ADA Sidewalks & Ramps Improvements Project (CD #1951), published March 26, 2026. The addendum clarifies that the project will be completed in a single phase, not divided into multiple RFP phases, and encompasses both removal and replacement of asphalt and concrete as shown across multiple plan sheets (TESC and Demolition plan C2.0, Site Plan C1.4, Parking Plan C1.5, and Grading and Paving Plan C3.0). The project scope includes ADA sidewalk and ramp replacements, parking lot resurfacing, clearing and grubbing, concrete and asphalt removal and installation, curbing work, seeding, and chain link fencing installation. The work is structured as a base bid with a designated alternate (Bid Alternate A) for additional sidewalk, curbing, and fencing work. Sealed bids are due electronically April 2, 2026, by 3:00 PM Pacific Time, with bid opening at 3:05 PM the same day. Mandatory job site meetings occur every Monday at 9:00 AM once the construction contract is awarded, requiring general contractor superintendent and first-tier subcontractor attendance. The addendum also removes the "Extra Work as Authorized" line item from the original bid form.
The bid submission requires 10 percent bid security based on the total of the base bid plus all alternatives. Successful bidders must execute Performance Bond and Payment Bond each equal to 100 percent of the contract sum within 20 calendar days of receiving contract forms. Bidders must be registered with the Oregon Construction Contractors Board and maintain current Workers' Compensation insurance. The project is subject to prevailing wage requirements and federal compliance obligations, including HUD Section 3 and Community Development Block Grant regulations requiring Good Faith Effort documentation for minority, women, and emerging small businesses within two hours of bid closing. First-tier subcontractors with a value of 5 percent of total contract price or at least $15,000 (or $350,000 regardless of percentage) must be disclosed on the required disclosure form submitted by two hours after the bid closing time. The estimated project budget ranges from $200,000 to $240,000, with funding provided through the U.S. Department of Housing and Urban Development. Two-week look-ahead schedules are required, and liquidated damages are assessed at $500 per calendar day for failure to meet the Substantial Completion deadline, with 60 days allowed from Notice to Proceed to Substantial Completion and 90 days to Final Completion.

On 3/4/2026, Clackamas County (“County”) published Invitation to Bid Clackamas County – Arbor Terrace Apartments ADA Sidewalks & Ramps Improvements Project (CD #1951), (“BID”) The County has found that it is in its interest to amend the BID through the issuance of this Addendum #1. Except as expressly amended below, all other terms and conditions of the original BID and subsequent Addenda shall remain unchanged.
NOTICE TO ALL PLAN HOLDERS:
You are hereby notified of the following clarifications, additions, and/or revisions to the contract documents for the above-mentioned project:
Question from Contractor: “While reviewing the construction project manual and site plans, I noted that the plans indicate both the removal and replacement of asphalt and concrete. However, the online project manual only specifies the removal of these materials.
Could you please clarify the following:
1. Are there additional documents I should review, or is this project divided into two RFP phases?
2. If the project is phased, is Phase 1 limited to removal, with a subsequent RFP for the replacement of the concrete, asphalt, curbing, sidewalk, and roadway?
Answer:
There are no additional documents that you need to review. This project will be completed in a single phase.
The thirteen (13) page bid set of plans contains a TESC and Demolition plan (C2.0) which shows the removal of the asphalt and concrete on the project. The Site Plan (C1.4) shows the new concrete sidewalks and paving. The Parking Plan (C1.5) shows the new striping. The Grading and Paving Plan (C3.0) shows the proposed grading for the improvements.
Question from Contractor: “Is there a set dollar amount that should be included for the bid item Extra Work as Authorized?”
Answer:
This line item has been removed from the Bid Form. Please see attached updated Bid Form.
