About this file

This document is a Bid Addendum issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Norway Ridge Pathway project. The addendum addresses questions raised by bidders following the pre-bid meeting, including clarification on the project scope, erosion control requirements, earthwork, and construction layout. It also notes changes to the specifications, including the removal of KDAT (kiln dried after treatment) lumber and the requirement for MCA (Micronized Copper Azole) treatment instead of CCA (chromated copper arsenate).

The project involves the construction of a multi-use pathway, including several sections of boardwalk. The base bid includes three boardwalk sites, while the remaining four sites are bid alternates. Contractors are responsible for providing their own construction layout and must include appropriate erosion control measures throughout the project area. The bid opening date is scheduled for September 4, 2024.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

1. Bidder questions raised following the pre-bid are addressed below.

The agenda handed out at the prebid says the general scope included (2) individual sections of boardwalk however there are 7 sections in the plans and only 4 alternates.

ANS) The base bid includes sites 3, 5 and 16. The remainder are bid alternates as listed in the contract.

On Drawing C1 it says to install Temporary Mobile Coir Rolls and floating booms along length of replacement section. The only place we saw water was site 9 where the culvert was.

ANS) Contractors should include costs for erosion control in all areas of the project, appropriate for dry or wet areas.

On site 9, we are assuming the culvert stays. Does the dirt on top of the culvert stay or is that supposed to be replaced. If replaced we are assuming we can put it into a low area along the path?

ANS) Site 9 work includes the removal of the existing culvert and earthen material to allow for replacement with the proposed boardwalk crossing. If the removed earthen material meets embankment requirements as noted in the specifications, it could be used for fill. We have no soil data on this material.

On each of the sites shown on the drawings there are elevation points listed. Is the state providing staking of the elevations and corners or do we have to take care of that?

ANS) Any construction layout required will be provided by the Contractor. The PSC Engineer will assist with any field grading questions.

Lumber supplier is recommending that KDAT (kiln dried after treatment) be excluded from the specifications to reduce splitting of boards and wasted unusable material and MCA (Micronized Copper Azole) be required in favor of CCA (chromated copper arsenate) to minimize potential for arsenic chemicals.

ANS) NFE concurs and KDAT shall be removed and MCA treatment be required.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
