About this file

This is an Addendum #1 to Invitation for Bid (IFB) #6000001965 from the California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Services (DAPO) for Integrated Services for Mentally Ill Parolees (ISMIP). The program provides comprehensive mental health and supportive services, including housing subsidies, to mentally ill parolees at risk for homelessness. Bids must be submitted by April 13, 2016 at 2:00pm, with bid opening on April 14, 2016 at 10:00am. The contract term runs from July 1, 2016 (or upon approval) through June 30, 2018. Services include intensive case management, housing assistance, substance abuse counseling, and other support services delivered through a three-phase program model (Stabilization, Transitional, and Sustainability phases).

The funding structure includes both Intensive Case Management services and Housing components across 9 ISMIP sites, with maximum annual funding ranging from $640,000 to $7,040,000 for case management services and $140,800 to $1,548,800 for housing subsidies per site. Housing subsidies are capped at $700 per month per parolee (up to $1,000 with special approval) for typically 9 months. The contractor must have at least 3 years of experience providing similar services to mentally ill offenders and meet specific staffing requirements including licensed clinicians. CDCR will award to the lowest responsible bidder whose bid complies with all requirements, with separate awards possible for each of the 9 geographic sites.
