About this file
This document is a Questions and Answers (Q&A) file for Bid 25-01 issued by Monroe Community College (MCC) in New York, specifically related to the procurement of an optical coating chamber. The bid covers the acquisition of a highly specialized optical coating system with specific technical requirements, including a minimum 36" box size, substrate heater, heated chamber with water-cooled walls, and capabilities for coating round optical parts ranging from 40mm to 49.53mm in diameter. The bid allows for potential configurations such as one or two electron beam (EB) guns, an integrated chiller unit, and specific technical specifications like crucible sizes between 25-40CC and resistance evaporation sources.
The procurement is grant-funded and focuses on educational objectives, with vendors required to provide comprehensive support including telephone consultation within one working day, on-site support within one week, and the ability to quickly replace critical components. Shipping terms stipulate that vendors must cover freight charges and include these costs in their invoice, with MCC only paying the winning vendor. The bid allows for pricing options, such as base quotes for a single EB gun with the option to price a two-gun configuration, and seeks an optical coating chamber suitable for educational purposes with specific technical requirements around gas bottles, chiller systems, and coating capabilities.

MCC Bid 25-01 Optical Coating Chamber Questions and Answers Due to Purchasing on Friday, October 25th
1. For the machine shipment terms, the documentation indicates FOB delivered to MCC. Under these terms, Satisloh would organize the shipment and prepay the freight costs. Upon delivery to MCC, Satisloh would then invoice MCC the related actual freight and shipment fees. We would like to confirm that this is acceptable and within the bid guidelines.
Yes, we ask vendors to cover freight charges and then add that freight amount into their invoice to MCC. We do not pay any freight company directly. We only pay the vendor that wins the Bid. Please include a freight estimate in the bid or build it into “all-in” price.
2. On page 12 of the Bid 25-01 document, and under the heading of Additional Equipment, there is a line item named “Induction Source.” We would like clarification on what this item refers to.
This would be a resistance evaporation system.
3. Are you looking for a certain machine size? None seems to be specified.
36" would be the minimum box size.
4. We need more details on the “lens holding tools”. Can you specify anything more or mention an example?
We will be coating round parts that would 40mm and 49.53mm diameter parts. Convex and concave surface shapes. Would need round pocket tooling or modified rails that could be adjusted to hold the different size parts. also want to have a place for 12mm diameter coating witness samples.
5. What do they mean by “Induction source.” We don’t know what this should be.
Resistance evaporation source.
6. What do you mean by “Redundancy replacement components for critical to function items.” Should the replacements be available at MCC, or able to be ordered on short notice?
Due to short period of time for classes, we can’t afford to have the machine down for long. Having on hand replacement parts is important, to get the machine up and running and not lose too much time in class.
7. “Telephone support within one working day.” Can we assume that this is for consultation or is there something more urgent that should be supplied?
This would be for consultation and triage if equipment isn't working, and need phone support to resolve an issue if a fix can be done over the phone.
8. “On-site support available within 1 week at a quoted charge per day”. Please specify what services are necessary.
If a service tech is needed to be on sight for a repair or service, we are sensitive to time lost in class. When an urgent repair/service visit is needed, we want to know that it's possible to have a service tech on sight. Within 1 week would be great. Even having a known time frame that we can expect a service tech to be on sight is helpful. > 4 weeks is not acceptable.
9. “Inert gas bottles” for Ar & O. Can these be specified (size and connection type) and not supplied or is it required for the initial supply to be provided?
If/When inert gases are needed for coating deposition, based on the coating recipe or the process. It would be helpful to have the bottles come with the machine. Or let us know what gases if any are needed, so we can find local supplier.
10. For the water chiller unit to be provide with the coating system, there is an option of either a “split” system whereby the condenser portion of the unit is located outside of the building to discharge the heat load, or an “integrated” unit whereby the entire unit is located indoors and the heat load is discharged into the space where it is located. This chiller option is more typically located in an adjacent warehouse space with high ceilings (16-20’). Since there is a cost difference between these unit types, we would like to include the preferred chiller type in the bid package.
Integrated chiller is preferred.
11. Is the induction source a resistance evaporation source using a boat?
Yes, that is correct
12. Will the chamber be heated? Water cooled walls necessary?
Yes, Heated chamber with water cooled walls. Chiller unit is needed. Non-liquid nitrogen system is desired.
13. Is a CTI water pump (fits between the turbo and the chamber) acceptable for use as the Meissner coil?
Provide a base quote for the chamber with pricing options for a CTI water pump and a Meissner Coil.
14. Do you require a high vacuum valve (not strictly necessary with a turbo, but it will cycle much faster)?
No
15. Do you need a substrate heater?
Yes
16. What is an induction source (page 12 of the RFP)?
Same as “Resistance evaporation source”
17. Uniformity requirements N/A
18. Crucible Sizes
25CC – 40CC
19. Normally for optical coatings we offer two parallel EB Guns, one for low refractive index such as SiO2 with large pot and one with multi-pocket of medium size (25 to 40cc) for high refractive index materials. This is a cost question…we can offer one single gun but this is not so effective for optical coatings, however it may be a good tool for a college.
Single EB gun is sufficient. Provide a base bid for the chamber with 1 EB gun and provide a price option with 2 EB guns. Only anticipate needing 1 EB gun.
