About this file
This is a Notice of Intent to Award Contract issued by Clackamas County, Oregon, for the Overland Park Paving Project (BID #2024-60). The county intends to award the contract to Eagle-Elsner, Inc., the apparent successful bidder. The notice does not specify detailed project scope, quantities, or timelines within the document itself, but establishes that a seven-calendar-day protest period begins from the notice date of July 3, 2024, during which unsuccessful bidders may file written protests with the county procurement office.
The contract award amount is $467,201.00. The notice clarifies that the apparent successful bidder has not acquired legal or equitable rights until a fully executed contract with acceptable terms is finalized with the county. Should the apparent successful bidder fail to negotiate and execute the contract, Clackamas County reserves the right to revoke the award and offer the contract to the next highest-ranked bidder or withdraw the bid entirely. Unsuccessful bidders may review the complete procurement file by appointment at the county's Oregon City address. All protests must be submitted in writing via email to Tralee Whitley at Twhitley@clackamas.us; fax submissions are not accepted.
