1.0 BACKGROUND

The National Oceanic and Atmospheric Administration’s Office of Coast Survey, Navigation Response Branch requires procurement and installation of an electric over hydraulic steering system for the 57’ NOAA/OCS Research Vessel BAY HYDRO II, NOAA Hull Number S5401. The general specifications of the S5401 are as follows:

· Length 57 ft

· Draft 5.5 ft

· Beam 20.8 ft

· Displacement 30.1 long tons

R/V Bay Hydro II has manual hydraulic steering and the wheel is difficult to turn. This has resulted in shoulder injuries. Installation of an electric-over-hydraulic steering system is needed as an engineering control to safeguard against further personnel injuries.
GENERAL REQUIREMENTS

The contractor shall provide all necessary vessel haul-out equipment, boatyard storage, supplies, equipment, labor and engineering support to perform the services.

Work may be accomplished at the Contractor’s facility, alongside at the vessel’s normal berth at Patuxent Naval Air Station, West Basin, or at a mutually agreeable location.

Coordination of the work schedules will be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor will provide all labor, materials, tools, and services required to complete the work UNLESS exceptions are noted in the specified tasks below. Where parts are replaced, the Contractor will use OEM parts in all cases.

If work is to be done at the Contractor’s facility, upon arrival at the Contractor’s facility the contractor will accept full responsibility for the safety of the vessel, including but not limited to fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.

The vessel requires 250 VAC 50 amp shore- power service for the duration of the contract. Any activities that will limit crew access to the boat or access to shore power shall be brought to the attention of the NOAA TPOC at least two days in advance.

NOAA employees and contractors may be working on board the vessel during the contract performance period on a not to interfere basis. During this period it will be required that these personnel have access to the vessel during normal working hours.

All work performed will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below. All federal, state, and local laws and regulations shall be observed while completing this work.

Any welding that may be required as part of the tasks defined below shall be performed by certified welders working in accordance with approved welding procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these certifications shall be presented to the TPOC before work begins. Any new plate used during the course of this contract shall be 5083-H116 aluminum and any extruded support structure shall be 6061-T6 or 6063-T52 aluminum alloy. Weld filler shall be 5356 or 5183. Weld throat widths shall equal the original welds. After welding, remove all smoke, soot, and oxides with a wire brush, and deburr all sharp edges.

The contractor shall select materials and fasteners to minimize reactions with the aluminum hull structure of the vessel. There shall be no brass or copper fittings or hardware in direct contact with the aluminum hull structure of the vessel. When use of dissimilar metals is required, the contractor shall isolate the dissimilar metals by using bedding compounds or other techniques standard to the industry. All parts and materials provided by the contractor shall be new.

All work performed on the vessel shall be accomplished as described below unless alternatives have been presented to NOAA in writing during the solicitation phase and approved. Any work that does not adhere to the descriptions below shall be redone at the Contractors expense within the defined period of performance.

In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor will submit a Condition Found Report (CFR) to the COR. The CFR will define the problem found, the corrective actions needed, and the cost for that work.

The Government reserves the right to award some or all deliverables defined herein. Additional work may only be added via a fully executed contract modification. Any additional work addressed in a contract modification may not begin before the contract modification is fully executed.

2.0 DELIVERABLE

Electric-Over-Hydraulic Steering Pump Purchase an electric-over-hydraulic steering pump that is rated for the size and configuration of the vessel and the anticipated rudder torque and hydraulic pressures. The steering pump must be compatible with the vessel’s Furuno NavPilot 700, and Furuno JAS-JC1-FFU lever. The steering pump must have “Local” controls at the steering pump.

Drain the hydraulic fluid from the steering system. Remove the flexible hydraulic hoses that connect the hydraulic tubing to the helm units. Cap the ends of hydraulic tubing IVO the helm.

Remove the existing Hynautic H41-2 helm units (qty-2; bridge and flying bridge) and return to NOAA for reuse/repurpose. Replace the hydraulic helm units with “fly-by-wire” electronic helm units. The electronic helm units must have selector switches to pass control between the helm unit on the bridge and the helm unit on the flying bridge. The helm units must be compatible with the electric-over-hydraulic steering pump. The helm units must also be compatible with the Furuno NavPilot 700 and Furuno JAS-JC1-FFU lever installed on the bridge.

In the port lazarette, cut and cap the hydraulic tubing at the forward bulkhead. Remove and dispose of the hydraulic tubing that runs along the inboard bulkhead of the port lazarette. Install the electric-over-hydraulic steering pump on the shelf on the outboard bulkhead in the lazarette or in a more suitable location as required to comply with the manufacturer’s installation instructions. The vessel’s “As-built” drawings of the existing hydraulic steering arrangement are provided for reference.

Run AC or DC power (as applicable to the make and model of steering pump selected) from an appropriately rated breaker in a breaker panel to the steering pump. Size electrical wiring and components according to ABYC E11. Route electrical wiring through the vessel’s existing wire ways and secure the wiring at appropriate intervals as per ABYC E11. Use firestop putty to seal around wiring at bulkhead penetrations.

Run the electrical wiring to connect the helm units to the steering pump. Integrate the helm units, Furuno NavPilot 700, and Furuno JAS-JC1-FFU lever with the steering pump.

Fill the hydraulic portion of the steering system with Sea Star HA5430H or alternate (if specified by the steering pump manufacturer). Purge air from the system and test all circuits. Verify electrical voltage and amperage are within spec for the system. Verify that the Furuno NavPilot 700 and Furuno JAS-JC1-FFU lever function properly. Check all hydraulic connections for leaks and wrap fittings in Anti-Corrosion Tape (Petrotape) once inspections are complete and all leaks (if any) have been corrected.

3.0 TESTING AND INSPECTIONS

Provide a representative from the steering pump manufacturer to commission the system per the manufacturer’s installation specifications and testing procedures.

If not explicitly stated in the manufacturer’s installation specifications, inspect for loose fittings, lose hoses, hydraulic leaks, etc associated with work performed. Inspect wiring insulation for chaffing. Verify that electrical terminations are secure. Verify that wires are properly sized for the voltage and amperage in accordance with ABYC E-11.
