SYNOPSIS – Brackish Groundwater National Desalination Research Facility (BGNDRF) Backflow Preventer Replacement Synopsis (140R4025Q0008)
This Pre-Solicitation Notice is issued solely for informational and planning purposes; is not a Request for Quotation (RFQ). The Government may retain and use any information received from this Pre-Solicitation Notice to determine the best acquisition strategy for future procurement.
THERE IS NO SOLICITATION AT THIS TIME. The submission of any information in response to this pre-solicitation notice is purely voluntary. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. This notice is not a request for quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
Interested parties may submit the following at their own discretion.
· Company name and contact information to include phone number and email.
· Contractor capability statement (i.e., brief information about related work experience).
· UEI number and CAGE code.
· Business type (i.e., Service-Disabled Veteran-Owned small business).
When a solicitation is issued, it will be posted on the https://sam.gov website. It is the sole responsibility of the interested party to keep abreast and to monitor https://sam.gov for future procurement opportunities. Responders are advised that responses to this Pre-Solicitation Notice are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this Pre-Solicitation Notice will not preclude participation in any future RFQ, when one is issued.
PURPOSE:
The U.S. Bureau of Reclamation (BOR), Upper Colorado Region, Brackish Groundwater National Desalination Research Facility located in Alamogordo, New Mexico has a need to acquire a firm-fixed price construction contract that will replace four backflow preventers that have had issues related to leaks and have been rebuilt several times. During the last rebuilding event, the three largest could not be certified for operation and BGNDRF staff were advised to replace all units. The work will include replacing all four vales with the same type and installing additional shutoff valves and tees on two.
SOLICITATION RELEASE DATE:
The release date for the formal solicitation number 140R4025Q0008 is anticipated for November 2024 and is anticipated to close December 2024. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible on the SAM.gov website at https://sam.gov/. It is, and will continue to be, all potential offeror's responsibility to monitor the SAM.gov website for any amendments, updates, responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency.
SYSTEM FOR AWARD MANAGEMENT:
The System for Award Management (SAM) is an official website of the U.S. Government. There is no cost to use SAM. Offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov, to be considered for a government contract award. Prospective offerors must also list the requested NAICS code 237110 - Water and Sewer Line and Related Structures Construction in their SAM registry, to qualify for this procurement.
AWARD INFORMATION:
The Request for Proposal No. 140R4025Q0008 will use procedures prescribed by FAR Part 15 –Contracting by Negotiation. This requirement will be solicited as a total small business set-aside. It is anticipated the contract will be a firm-fixed price construction contract. The North American Industry Classification System Code (NAICS) is 237110 with a small business size standard of $45.0M. The Product Service Code is J048.
In accordance with FAR 36.204, the magnitude for this project is estimated to be between $100,000 and $250,000. Anticipated period of performance is for 90 days after Notice to Proceed. A Payment Bond is required that is 100% of the original contract price.
Evaluation criteria for award consideration will include technical capability, past performance, and price. Evaluation factors, other than price, when combined, are APPROXIMATELY EQUAL TO cost or price in the award decision. Technical Factors: Technical expertise, demonstrated experience and technical approach; Past Performance: description of past performance on relevant construction projects for the last 3 years; and then Price.
PERIOD OF PERFORMANCE: For 90 days from Notice to Proceed
CONTRACT TYPE: The Government is anticipating a Firm Fixed Price contract for this project.
BUSINESS TYPE: This procurement will be solicited as a total business set-aside.
