Statement of Work Summary: HCAHPS Survey Services

This Statement of Work establishes requirements for a vendor to provide Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) survey services for a hospital's inpatient population. The HCAHPS survey is a CMS-mandated, standardized assessment that measures patient experiences during hospital stays across Medical, Surgical, and Maternity care lines. The survey evaluates key service areas including communication with nurses and doctors, staff responsiveness, pain management, medication communication, hospital cleanliness, quietness, and discharge information. Surveys target adult inpatients discharged between 48 hours and 42 days prior to survey administration. The vendor must submit quarterly data submissions to CMS within 45 days after the end of each quarter and provide near real-time dashboards for daily hospital updates.

Vendors must meet strict minimum qualifications: possess HCAHPS Approved Survey Vendor status, demonstrate a minimum of two years of survey research experience, conduct all operations within the United States, and follow CMS-approved methodologies strictly. All survey tasks must be performed by paid staff (no volunteers), and vendors must pass security and operational audits. Data handling must comply with HIPAA requirements, and vendors must support approved survey modes including Mail, Telephone, Mixed, Web, or IVR—with telephone interviews prohibited from residential locations. The period of performance includes a twelve-month base year from June 1, 2026 through May 31, 2027, with four optional twelve-month renewal periods contingent on funding availability extending through May 31, 2031.

Our hospital utilizes the CMS-mandated HCAHPS survey to measure patient perspectives on inpatient care, ensuring transparency in our performance on Care Compare, by listening to and learning from patient feedback via HCAHPS. This mandatory, standardized survey helps us ensure safe, high-quality care and directly impacts on our hospital’s reputation and financial stability.

The survey targets adult inpatients discharged 48 hours to 42 days prior, specifically covering Medical, Surgical, and Maternity care lines. It focuses on actionable, patient-centered care areas, such as whether nurses listened carefully or if pain was well-controlled.
