MARKET SURVEY/

REQUEST FOR INFORMATION (RFI)

Business, Financial, and Administrative Support (BFAS)

1. Purpose This is a Market Survey/Request for Information (RFI) for Business, Financial, and Administrative Support (BFAS) program. BFAS is planned as a Small Business set-aside procurement.

The purpose of this Market Survey/Request for Information is to:

· Survey the marketplace to assess the level of interest, and identify potential vendors and capabilities among qualified providers of the required services identified in the draft Statement of Work for BFAS (Attachment A to this Market Survey/RFI);

· Determine whether sufficient qualified and eligible small businesses, socially and economically disadvantaged businesses (SEDBs), and/or Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Women-Owned Small Businesses (WOSBs), and HubZone concerns can participate as prime contractors. Respondents are requested to identify their small business status in their response to this notice;

· Request comments on the draft Statement of Work for BFAS and responses to the questions contained in Section 4 of the Market Survey/RFI. The FAA will consider and may utilize industry inputs in the development of a BFAS contract and any associated solicitations; and

· Utilize inputs from the Market Survey/RFI to finalize the BFAS acquisition strategy.

2. General Information This Market Survey/RFI is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that:

· This is not a Screening Information Request (SIR) or Request for Proposal (RFP);

· The FAA is not seeking or accepting unsolicited proposals;

3. Background Technical Operations (AJW) is part of the FAA’s Air Traffic Organization (ATO). AJW’s mission is to ensure a safe and efficient National Airspace System (NAS) through the effective management of air navigation services and infrastructure. The scope of AJW’s mission includes the integration, management, operation, maintenance, and modernization of the systems and services that comprise the NAS.

The primary objective of the BFAS contract is to obtain qualified contractor services to support the fulfillment of AJW’s mission. With the BFAS contract, AJW is seeking to integrate the support provided across multiple tasks to improve efficiency, communications, and collaboration – both across the contractor support staff and relative to their interaction with AJW. BFAS is intended to provide a contract that:

· Is focused on AJW’s mission;

· Facilitates a uniform contracting approach to support AJW and the programs, systems, and services that it manages; and

· Meets the changing needs of AJW across the period of performance as the NAS operating environment evolves.

The attached draft Statement of Work (SOW) describes the FAA’s requirements for the BFAS contract, which is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. The Government anticipates issuing individual task orders to meet specific needs for support services. Each task order will have a distinct SOW and identify project-specific requirements such as, programs to be supported, the place of performance, deliverables, and other pertinent information.

4. Questions Respondents to this Market Survey/RFI are requested to provide responses to the following items:

a. The FAA is considering using NAICS code of 541611 (Administrative Management and General Management Consulting Services) or 541618 (Other Management Consulting Services). Please indicate whether your firm qualifies as a Small Business relative to NAICS codes 541611 and/or 541618. If so, indicate whether your firm holds one of the specific Small Business designations referenced in Section 1 of this Market Survey/RFI.

b. Please provide feedback on the possible use of NAICS code 541611 or 541618 and whether there are other NAICS codes that should be considered. If suggesting other NAICS codes, provide the rationale for its use including the advantages over the two NAICS codes identified by the Government.

c. Describe your capabilities and experience providing similar support to other Federal clients. For those contracts, please provide the nature of the support, information on the size of the effort (in terms of Full Time Equivalents and total contract value) and the duration of the support. The narrative should demonstrate your firm’s capabilities to perform the work, not merely state that your firm can provide the services.

d. Are the work areas in the draft BFAS SOW clearly defined? Are there any changes, additions, updates, or clarifications your company would suggest for improvement or clarity? Are there work areas in the SOW that you believe are candidates to be provided on a Firm Fixed Price basis? If so, please identify those candidate areas.
