(16) Description: In accordance with FAR 5.203, this is a pre-solicitation notice. The U.S.

Citizenship & Immigration Services (USCIS), Immigration Records and Identity Services (IRIS), National Records Center (NRC) will be soliciting for Records Operations Support Services (ROSS).

USCIS is seeking records operations, records maintenance and records transportation services for the NRC and associated sites. The primary functions of this requirement include but are not limited to, correspondence operations, file operations, scanning and digitization of files/documents, and transportation of files/documents.

USCIS intends to award a single commercial contract, inclusive of a 12-month base period and four 12-month option periods for a total of 60 months of potential support. The North American Industry Classification System (NAICS) code is 561110 – Office Administrative Services.

This acquisition will be set-aside to 8(a), small businesses. The policies and procedures of FAR Parts 12 and 15 will be used. Selection under this solicitation shall be based on a best-value tradeoff evaluation. This acquisition will be completed in two phases

The prime offeror shall have an active SECRET facility clearance, at time of Phase I proposal submission, to be considered in Phase II of the evaluation.

This notice is not a request for proposals and in no way obligates the Government to award any contract(s). Contractors shall not submit questions in response to this notice. The solicitation will allow for a question and answer period.

There will be an electronic solicitation released on beta.SAM.gov. No questions or inquiries will be accepted by telephone. Hard copies of the solicitation documents will not be available. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the beta.SAM.gov site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
